A precisely established Validation Object does not by itselfdetermine what validation must accomplish.
The purpose of validation must be known.
The scope of validation must be bounded.
The required depth must be proportionate to the intended use and
governance significance of the validation.
The applicability of the validation must be established.
Its limitations must remain explicit.
Validation Purpose & Scope Standard therefore governs the
transformation of a validation requirement into a formally defined
Validation Mandate.
The standard establishes the governance conditions necessary
to determine:
- why validation is being performed,
- what validation is expected to establish,
- which dimensions of the Validation Object are included,
- which dimensions are excluded,
- how deeply the object must be examined,
- where the resulting validation may legitimately apply,
- which intended uses the validation is expected to support,
- and which limitations constrain interpretation or reliance.
VPSS does not determine whether the Validation Object is valid.
VPSS does not define the criteria against which validity will
be determined.
VPSS does not prescribe the technical validation method.
VPSS determines what the validation is required to accomplish and
establishes the governed perimeter within which the resulting
validation may legitimately operate.
Purpose
The purpose of Validation Purpose & Scope Standard is to ensure thatevery validation process begins with an explicit reason, defined
governance perimeter, proportionate depth, identifiable
applicability, and documented limitations.
The standard prevents validation from becoming:
- purposeless,
- unnecessarily broad,
- insufficiently narrow,
- disproportionate to its intended use,
- interpreted beyond its actual coverage,
- or relied upon for purposes for which it was never designed.
Governance Objective
VPSS establishes the validation-purpose and validation-scopegovernance layer required to convert an established Validation
Object into a governed validation mandate.
The standard seeks to ensure that:
- validation has an explicit purpose,
- the intended use of validation is known,
- validation scope is bounded,
- inclusions and exclusions are explicit,
- validation depth is proportionate,
- applicability conditions are established,
- limitations remain visible,
- scope changes remain governable,
- and subsequent validation activities remain aligned with the original validation mandate.
Operational Role
Validation Purpose & Scope Standard serves as the mandate-definitionstage of the VALIDOS™ validation governance lifecycle.
It receives an established Validation Object and determines the
governed purpose and perimeter within which that object will
be validated.
VPSS creates the governance bridge between:
What is being validated?
and:
Against what conditions should validity be determined?
The resulting validation mandate provides the reference required for
subsequent validation criteria, methodology, evidence, execution,
determination, state, and reliance governance.

Validation Purpose & Scope Governance Model
VPSS establishes the following governance progression:Validation Object → Validation Purpose → Validation Scope →
Validation Depth → Validation Applicability → Validation Limitations
→ Governed Validation Mandate
This progression establishes what validation must accomplish before
the criteria and methodology used to perform validation
are determined.
Validation Purpose Requirements
Every governed validation should have an identifiable purpose.The purpose should establish why validation is required and what
governance need the validation is intended to address.
Validation purposes may include:
- establishing suitability for operational use,
- supporting a deployment decision,
- evaluating a claim,
- supporting regulatory or compliance requirements,
- assessing a model or system,
- establishing confidence before reliance,
- evaluating a changed object,
- supporting an assurance process,
- assessing readiness for a defined use,
- or another legitimate validation objective.
The purpose must be sufficiently precise to guide subsequent
validation governance.
Validation Scope Requirements
Validation scope establishes the governed perimeter of thevalidation activity.
The scope should identify, where applicable:
- which characteristics of the Validation Object are included,
- which functions are included,
- which behaviors are included,
- which operating conditions are included,
- which environments are included,
- which time periods are included,
- which use cases are included,
- which populations or users are included,
- which dependencies are included,
- and which materially relevant dimensions are explicitly excluded.
The scope of validation must remain distinguishable from the
boundary of the Validation Object.
Object boundary determines what the object is.
Validation scope determines which aspects of that object the
validation will examine.
Validation Depth
Not every Validation Object requires the same depth of validation.Validation depth should reflect the degree of examination necessary
to satisfy the validation purpose.
Relevant considerations may include:
- intended use,
- operational significance,
- complexity,
- uncertainty,
- potential consequences,
- dependency exposure,
- governance requirements,
- regulatory requirements,
- reversibility,
- and risk.
Validation depth should be proportionate rather than
automatically maximal.
Insufficient depth may produce unjustified confidence.
Excessive depth may consume resources without materially improving
the validation determination.
VPSS therefore governs the methodological justification for the
required depth of validation.
Validation Applicability
A validation result does not automatically apply to every use,environment, decision, deployment, or operational context involving
the Validation Object.
VPSS establishes the conditions under which the validation is
intended to be applicable.
Applicability may be limited by:
- use case,
- operational environment,
- jurisdiction,
- population,
- deployment condition,
- system configuration,
- time period,
- dependency condition,
- risk level,
- decision type,
- or another materially relevant factor.
The resulting validation must not be interpreted as broader than its
governed applicability.
Validation Limitations
Every validation may contain limitations.Limitations should be identified before or during validation
whenever they become known.
Relevant limitations may include:
- excluded object characteristics,
- unavailable information,
- restricted environments,
- incomplete access,
- limited evidence,
- temporal restrictions,
- methodological constraints,
- unavailable populations,
- untested operational conditions,
- unresolved dependencies,
- or other factors limiting interpretation.
Limitations do not automatically invalidate a validation.
They define the boundaries within which the validation result may be
interpreted and relied upon.
Scope Change Governance
Validation purpose and scope may change during thevalidation lifecycle.
A material change may occur when:
- the validation objective changes,
- additional object characteristics are introduced,
- exclusions are removed,
- new use cases are added,
- validation depth is materially increased or reduced,
- applicability is expanded,
- limitations materially change,
- or the intended reliance changes.
Material scope change should not occur silently.
It should be documented, assessed, and propagated to subsequent
validation governance activities where necessary.
A material scope expansion may require reconsideration of criteria,
methods, evidence, sources, execution, or previous determinations.
Purpose–Scope Alignment
The validation scope must be capable of answering thevalidation purpose.
A validation may be technically well executed while remaining
methodologically inadequate if its scope cannot support its
stated purpose.
VPSS therefore requires alignment between:
Purpose → Scope → Depth → Applicability → Limitations
Where the scope is insufficient to answer the stated purpose,
validation should not proceed under the assumption that the purpose
can be satisfied.
Governance Boundary
Validation Purpose & Scope Standard begins when a sufficientlyestablished Validation Object requires formal validation and the
reason, extent, depth, applicability, and limitations of that
validation must be determined.
It ends when a sufficiently defined Validation Mandate exists to
support the establishment of validation criteria.
VPSS does not determine:
- the identity or structural boundary of the Validation Object,
- the substantive criteria determining validity,
- validation methodology,
- technical testing procedures,
- evidence fitness,
- source reliability,
- validation execution,
- validation determination,
- validation state,
- reliance authorization,
- or revalidation outcomes.
These responsibilities belong to other VALIDOS™ Parent Standards or
applicable complementary governance frameworks.
Minimum Governance Requirements
A conforming implementation of VPSS should establish:- 1. an identifiable validation purpose,
- 2. a defined validation objective,
- 3. a bounded validation scope,
- 4. explicit material inclusions and exclusions,
- 5. a justified validation depth,
- 6. defined applicability conditions,
- 7. documented material limitations,
- 8. and a persistent Validation Mandate connecting subsequent validation activities to the approved purpose and scope.
