Canonical Definition Extension
A Validation Object may be precisely established.Its Validation Purpose and Scope may be clearly defined.
Neither determines what conditions the object must satisfy in order
to support a validation determination.
Validation requires explicit criteria.
Without governed criteria, validation risks becoming dependent upon
implicit expectations, changing thresholds, subjective
interpretation, post-hoc reasoning, or standards selected after
results are already known.
Validation Criteria Standard therefore governs the transformation of
an approved Validation Mandate into a formally defined Validation
Criteria Framework.
The standard establishes the governance conditions necessary
to determine:
- what properties or conditions must be evaluated,
- which requirements are relevant to the Validation Purpose,
- which criteria are mandatory or conditional,
- which thresholds distinguish acceptable from unacceptable conditions,
- what constitutes satisfaction or non-satisfaction,
- how criteria relate to different parts of Validation Scope,
- which external references may legitimately inform criteria,
- how conflicts between criteria are governed,
- and when criteria must be changed or reassessed.
VCRS does not determine which technical procedure should be used to
evaluate a criterion.
It does not determine whether available evidence is sufficient.
It does not execute validation.
It does not issue the final Validation Determination.
VCRS establishes the governed conditions against which validity can
later be meaningfully evaluated.
Purpose
The purpose of Validation Criteria Standard is to ensure thatvalidation judgments are based upon criteria established before
conclusions are reached.
The standard prevents validity from being determined through:
- undefined expectations,
- implicit requirements,
- arbitrary thresholds,
- moving evaluation targets,
- selective criteria,
- post-hoc criteria creation,
- incompatible criteria,
- or criteria unrelated to the approved Validation Purpose and Scope.
VCRS creates the evaluation foundation upon which subsequent
validation methodology, evidence, execution, and
determination depend.
Governance Objective
VCRS establishes a governed Validation Criteria Framework capable ofsupporting consistent, explainable, traceable, and reproducible
validation determinations.
The standard seeks to ensure that:
- validation criteria are explicit,
- criteria are relevant to the Validation Purpose,
- criteria correspond to the approved Validation Scope,
- criteria sources are identifiable,
- criteria are sufficiently precise for evaluation,
- thresholds are justified,
- acceptance and rejection conditions are distinguishable,
- mandatory and conditional criteria remain distinguishable,
- criteria conflicts are governed,
- criteria changes remain traceable,
- and subsequent validation activity can be evaluated against a stable reference.

Validation Criteria Standard serves as the evaluation-referencestage of the VALIDOS™ validation governance lifecycle.

conditions should validity be judged?
The Validation Criteria Framework becomes the governed reference
against which later evidence and validation results can
be interpreted.

Validation Criteria Governance Model
VCRS establishes the following progression: Validation Mandate →Requirement Identification → Criterion Definition → Threshold
Establishment → Acceptance & Rejection Conditions → Criteria
Alignment → Criteria Integrity → Validation Criteria Framework
This progression converts the purpose and scope of validation into
explicit conditions against which the Validation Object can
subsequently be evaluated.
Validation Requirement Identification
Criteria must originate from identifiable validation requirements.Relevant requirements may arise from:
- the approved Validation Purpose,
- intended use,
- Validation Scope,
- operational requirements,
- safety requirements,
- performance requirements,
- integrity requirements,
- governance requirements,
- contractual requirements,
- regulatory requirements,
- legal requirements,
- domain standards,
- scientific knowledge,
- technical specifications,
- risk conditions,
- or other legitimate validation references.
The existence of a requirement does not automatically make it an
appropriate validation criterion.
VCRS requires its relevance to the Validation Purpose and Scope to
be established.
Criterion Definition
Each material validation criterion should be sufficiently precise toallow subsequent validation activity to determine whether the
relevant condition has been satisfied.
Where appropriate, a criterion should identify:
- the characteristic being evaluated,
- the requirement being tested,
- the relevant Validation Scope element,
- the applicable condition,
- the expected state,
- the evaluation boundary,
- and the basis upon which satisfaction can later be determined.
Criteria should not depend upon undefined concepts where those
concepts materially affect the validation determination.
Criteria Classification
Validation criteria may require different governance treatment.VCRS may distinguish, where applicable:
Mandatory Criteria
Conditions that must be satisfied for a defined validation outcome
to be possible.
Conditional Criteria
Conditions that apply only when specified circumstances, uses,
environments, configurations, populations, or dependencies exist.
Supporting Criteria
Criteria providing additional validation information without
independently determining the primary validation outcome.
Exclusionary Criteria
Conditions whose occurrence may prevent a specified validation
outcome regardless of performance against other criteria.
Composite Criteria
Criteria whose determination depends upon multiple subordinate
conditions or measurements.
Classification prevents materially different criteria from being
treated as equivalent.
Validation Thresholds
Where a criterion requires a measurable or classifiable boundary,VCRS governs the establishment of an appropriate
validation threshold.
Thresholds may represent:
- minimum acceptable values,
- maximum permitted values,
- ranges,
- tolerances,
- confidence levels,
- error boundaries,
- performance levels,
- evidence thresholds,
- categorical conditions,
- binary conditions,
- or other governable decision boundaries.
A threshold should have an identifiable methodological basis.
Thresholds should not be modified after results are known merely to
produce a preferred validation outcome.
Acceptance Conditions
Acceptance conditions establish what must be demonstrated for acriterion to be treated as sufficiently satisfied.
Acceptance may be:
- complete,
- conditional,
- threshold-based,
- multi-factor,
- evidence-dependent,
- context-dependent,
- or otherwise governed according to the nature of the criterion.
Acceptance of one criterion does not automatically establish
validity of the complete Validation Object.
The relationship between individual criterion results and the final
Validation Determination belongs to later VALIDOS™ governance.
Rejection Conditions
Rejection conditions establish circumstances under which a criterioncannot be considered satisfied.
These may include:
- threshold failure,
- prohibited conditions,
- insufficient required performance,
- incompatible states,
- unacceptable uncertainty,
- missing mandatory requirements,
- or other predefined failure conditions.
VCRS requires rejection conditions to remain distinguishable from:
- missing evidence,
- incomplete validation,
- unresolved uncertainty,
- and inability to execute a required validation activity.
These conditions may have different methodological meanings and
should not automatically be collapsed into criterion failure.
Criteria Alignment
The Validation Criteria Framework must remain aligned with:Validation Object → Validation Purpose → Validation Scope →
Validation Depth → Validation Applicability → Validation Criteria
A criterion unrelated to the approved Validation Mandate should not
influence the validation determination without explicit
governance justification.
Likewise, a material dimension required by the Validation Mandate
should not remain without adequate criteria merely because suitable
evaluation is difficult.
Criteria Completeness
VCRS evaluates whether the Validation Criteria Frameworksufficiently represents the conditions necessary to answer the
approved Validation Purpose.
Criteria completeness does not require every conceivable
characteristic of the Validation Object to receive a criterion.
It requires the criteria set to cover the material conditions
necessary for the governed validation.
Where material criterion gaps remain, validation should not proceed
under the assumption that the Validation Mandate can be
completely satisfied.
Criteria Conflict Governance
Validation criteria may conflict.For example:
- one criterion may optimize performance while another limits risk,
- different regulatory requirements may establish incompatible thresholds,
- operational objectives may conflict with safety conditions,
- domain standards may use different definitions,
- or multiple evidence references may support different evaluation boundaries.
VCRS requires material criteria conflicts to be identified and
governed before they are allowed to influence
validation conclusions.
Criteria conflict must not be silently resolved through
arbitrary selection.
Criteria Hierarchy
Where criteria have different authority, significance, or dependencyrelationships, a governed hierarchy may be established.
A hierarchy may identify:
- overriding criteria,
- mandatory baseline criteria,
- conditional criteria,
- subordinate criteria,
- composite criteria,
- or supporting criteria.
Criteria hierarchy must be justified and documented.
The hierarchy must not be altered merely because a different
ordering would produce a preferred validation outcome.
Criteria Stability
Validation requires sufficiently stable evaluation conditions.Criteria should therefore remain controlled during the
validation process.
Stability does not mean criteria can never change.
It means that material criteria changes must be recognized as
governance events.
Where criteria change after validation activity has begun, the
impact upon:
- methodology,
- evidence requirements,
- execution,
- previous results,
- determination,
- and reliance
must be assessed.
Criteria Change Governance
Material criteria change may arise from:- changed Validation Purpose,
- changed Validation Scope,
- new regulatory requirements,
- new scientific knowledge,
- changed operating conditions,
- newly identified risks,
- changed object characteristics,
- revised external standards,
- or discovery that an existing criterion is methodologically inadequate.
VCRS requires material changes to be:
- identified,
- justified,
- versioned,
- documented,
- propagated to affected validation activities,
- and traceable to the resulting validation record.
Criteria Versioning
A Validation Determination must remain associated with the criteriaunder which it was produced.
Where the Validation Criteria Framework materially changes, previous
determinations should not automatically be interpreted as having
been produced under the revised criteria.
Criteria versioning therefore provides the historical reference
necessary to determine:
Which criteria governed this validation determination?
Validation Criteria and Method Separation
VCRS establishes another important VALIDOS™ distinction:Criteria define what must be demonstrated.
Method defines how it will be examined.
A criterion such as a required accuracy threshold does not itself
determine which statistical test, experimental design, dataset,
benchmark, simulation, expert assessment, or other method must be
used to evaluate it.
Keeping these responsibilities separate prevents validation criteria
from becoming unnecessarily tied to one implementation technique.
Validation Criteria and Evidence Separation
VCRS also distinguishes criteria from evidence.Criterion: the condition against which validity is evaluated.
Evidence: the information used to determine whether that condition
has been satisfied.
Strong evidence cannot compensate for a criterion that was never
properly defined.
Likewise, well-defined criteria cannot produce a reliable
determination without sufficient evidence.
These responsibilities therefore remain governed separately
within VALIDOS™.
Governance Boundary
Validation Criteria Standard begins when:- a Validation Object has been sufficiently established,
- a Validation Purpose has been identified,
- Validation Scope has been defined,
- required Validation Depth has been calibrated,
- and sufficient applicability and limitation conditions exist to establish evaluation requirements.
It ends when a sufficiently complete, justified, stable, and
traceable Validation Criteria Framework exists to support selection
of validation methodology.
VCRS does not determine:
- Validation Object identity or boundary,
- Validation Purpose,
- Validation Scope,
- Validation Depth,
- technical validation methodology,
- evidence fitness,
- source reliability,
- validation execution,
- final Validation Determination,
- Validation State,
- reliance authorization,
- or revalidation requirements.
These responsibilities belong to other VALIDOS™ Parent Standards.
Minimum Governance Requirements
A conforming implementation of VCRS should establish:- 1. identifiable validation requirements,
- 2. explicit validation criteria,
- 3. traceable relationships between criteria and the Validation Mandate,
- 4. defined thresholds where required,
- 5. identifiable acceptance conditions,
- 6. identifiable rejection conditions,
- 7. classification of materially different criterion types where necessary,
- 8. governance of material criterion dependencies and conflicts,
- 9. criteria versioning and change control,
10. and a persistent Validation Criteria Framework capable of
supporting subsequent validation methodology and
- execution.
