Validation Evidence Fitness Standard governs the methodological
relationship between available evidence and the validation question
that evidence is expected to support.
The standard establishes the conditions necessary to determine:
- what evidence is required,
- what evidence is available,
- which Validation Criteria the evidence can legitimately support,
- whether the evidence is relevant,
- whether it is applicable to the Validation Object,
- whether its temporal state remains appropriate,
- whether its coverage is sufficient,
- whether it is representative of the governed conditions,
- whether its precision and resolution are adequate,
- whether material evidence gaps remain,
- whether contradictory evidence exists,
- whether the evidence is methodologically usable,
- and whether the complete evidence basis is sufficiently fit to progress within validation.
VEFS does not determine whether the originating source
is trustworthy.
It does not determine whether validation was correctly executed.
It does not determine the final validity of the Validation Object.
VEFS determines whether the evidence itself is fit for the
validation role it is expected to perform.
Purpose
The purpose of Validation Evidence Fitness Standard is to preventthe existence, quantity, authority, technical sophistication, or
apparent strength of evidence from being confused with its fitness
for a particular validation.
The standard prevents validation from relying upon:
- irrelevant evidence,
- insufficient evidence,
- incomplete evidence,
- outdated evidence,
- unrepresentative evidence,
- contextually inapplicable evidence,
- excessively aggregated evidence,
- selectively chosen evidence,
- evidence incapable of supporting the relevant Validation Criterion,
- or evidence whose limitations are materially inconsistent with the intended Validation Determination.
VEFS establishes the evidence-quality governance layer required
before evidence can legitimately support subsequent validation
execution and determination.
Governance Objective
VEFS establishes a governed Validation Evidence Fitness Frameworkcapable of determining whether evidence is sufficiently fit for its
intended validation role.
The standard seeks to ensure that:
- evidence requirements are explicit,
- evidence remains connected to Validation Criteria,
- evidence relevance is assessable,
- evidence applicability is bounded,
- evidence coverage is visible,
- evidence completeness is assessable,
- representativeness is governed,
- temporal validity is considered,
- precision and resolution are proportionate,
- contradictory evidence remains visible,
- evidence gaps remain explicit,
- evidence limitations remain traceable,
- evidence fitness can be determined,
- and evidence is not used beyond the conditions it can legitimately support.
Operational Role
Validation Evidence Fitness Standard serves as the evidencequalification stage of the VALIDOS™ validation governance lifecycle.

VEFS establishes:
What evidence is sufficiently fit to support those governed
validation conditions and methods?
Its architectural progression is:

The resulting qualified evidence basis can then progress into

Validation Evidence Governance Model
VEFS establishes the following structural progression:Validation Requirement → Evidence Requirement → Candidate Evidence →
Evidence Qualification → Evidence Coverage → Evidence Gap Analysis →
Evidence Fitness Determination → Qualified Validation Evidence
This progression separates the existence of information from its
legitimate use as validation evidence.
Validation Evidence
For the purposes of VALIDOS™, Validation Evidence may includeinformation, observations, measurements, records, test results,
datasets, documents, operational traces, experimental results,
simulation outputs, expert findings, audit records, system logs,
physical observations, statistical results, or other evidentiary
material capable of contributing to examination of a
Validation Criterion.
Evidence type alone does not establish fitness.
The relationship between the evidence and the governed validation
question must be established.
Evidence Requirements
Evidence requirements originate from the Validation CriteriaFramework and Validation Method Framework.
They may specify:
- required evidence type,
- required observation,
- required measurement,
- required population,
- required environment,
- required temporal period,
- required resolution,
- required precision,
- required coverage,
- required quantity,
- required diversity,
- required independence,
- or another material evidentiary condition.
Evidence collection without an identifiable evidentiary requirement
may produce information without producing useful
validation evidence.
Evidence-to-Criterion Alignment
Every material item or body of Validation Evidence should have anidentifiable relationship to one or more Validation Criteria.
The governed relationship is:
Validation Criterion → Evidence Requirement → Validation Evidence
VEFS prevents evidence from being treated as supportive merely
because it appears relevant to the general subject.
Evidence must contribute meaningfully to the actual condition
being evaluated.
Evidence Relevance
Evidence is relevant where it materially contributes to examinationof a defined Validation Criterion or validation condition.
Relevance may depend upon:
- the characteristic examined,
- the Validation Object,
- the Validation Purpose,
- the Validation Scope,
- the applicable criterion,
- and the methodological role of the evidence.
Evidence that does not materially inform the governed validation
question should not increase validation confidence merely because it
is extensive or technically sophisticated.
Evidence Applicability
Evidence may be relevant but not applicable.Applicability asks whether evidence generated under one set of
conditions can legitimately support conclusions about the actual
Validation Object and governed validation context.
Material applicability dimensions may include:
- object version,
- system configuration,
- population,
- operating environment,
- jurisdiction,
- language,
- lifecycle stage,
- deployment context,
- scale,
- and temporal conditions.
Evidence transfer across materially different conditions
requires justification.
Evidence Completeness
Evidence completeness concerns whether the evidence basissufficiently addresses the evidentiary requirements established for
the validation.
Completeness does not require unlimited evidence.
It requires sufficient coverage of material evidentiary needs
relative to the Validation Purpose, Scope, Depth, Criteria,
and Method.
A large evidence volume can remain incomplete if a critical
validation condition lacks evidence.
Evidence Representativeness
Evidence may be extensive but systematically unrepresentative.VEFS therefore governs whether evidence sufficiently represents the
conditions about which validation conclusions are expected to apply.
Representativeness may concern:
- populations,
- operating environments,
- scenarios,
- user groups,
- geographic conditions,
- temporal conditions,
- system states,
- failure conditions,
- edge cases,
- or other validation-relevant dimensions.
Representativeness requirements must correspond to the approved
Validation Scope.
Evidence Timeliness
Evidence may lose fitness over time.VEFS assesses whether evidence remains sufficiently current for the
Validation Object and validation purpose.
Timeliness may depend upon:
- object change,
- model updates,
- environmental change,
- regulatory change,
- operational drift,
- new data,
- infrastructure change,
- or elapsed time.
Older evidence is not automatically invalid.
Its continuing applicability must be governable.
Evidence Precision and Resolution
Some validation questions require evidence at a particular degree ofprecision or granularity.
Highly aggregated evidence may conceal:
- subgroup failures,
- rare events,
- local deviations,
- temporal instability,
- boundary conditions,
- or other material differences.
VEFS determines whether evidence resolution is proportionate to the
condition being validated.
Evidence Quantity and Evidence Quality
VALIDOS™ rejects the assumption:More Evidence = Stronger Validation
Evidence quantity may improve validation only where additional
evidence contributes meaningful:
- coverage,
- representativeness,
- precision,
- uncertainty reduction,
- independence,
- or corroboration.
Duplicated, redundant, irrelevant, or highly correlated evidence
should not artificially increase validation confidence.
Evidence Consistency
Multiple evidence items may support different interpretations.VEFS requires material inconsistency to remain visible.
Evidence inconsistency may arise from:
- different operating conditions,
- different populations,
- different methods,
- measurement variation,
- temporal change,
- object change,
- data quality differences,
- or genuine uncertainty.
Inconsistency is not automatically evidence failure.
It may itself be validation-relevant information.
Contradictory Evidence
Evidence contradicting a favorable validation conclusion must not besilently excluded solely because other evidence appears stronger.
Material contradictory evidence should remain identifiable and
traceable into subsequent validation governance.
VEFS does not determine which conflicting evidence ultimately
governs the Validation Determination.
It ensures that relevant contradiction survives the evidence
qualification process.
Evidence Gaps
An Evidence Gap exists where a material evidentiary requirementcannot be sufficiently supported by available qualified evidence.
Evidence gaps may concern:
- missing observations,
- missing populations,
- missing operating conditions,
- insufficient temporal coverage,
- missing failure scenarios,
- insufficient precision,
- unavailable historical records,
- or another required evidentiary condition.
A gap must not be concealed by unrelated evidence volume.
Evidence Sufficiency
Evidence sufficiency is contextual.Evidence sufficient for:
preliminary validation
may be insufficient for:
high-consequence operational reliance.
VEFS therefore assesses sufficiency relative to:
- Validation Purpose,
- Validation Scope,
- Validation Depth,
- Validation Criteria,
- Validation Method,
- risk and consequence where applicable,
- and intended downstream reliance.
Evidence Limitations
Qualified evidence may still contain limitations.Examples include:
- limited population coverage,
- restricted operational range,
- low sample size,
- limited observation period,
- incomplete edge-case coverage,
- measurement uncertainty,
- insufficient granularity,
- or constrained transferability.
Material limitations must remain connected to the evidence
throughout subsequent VALIDOS™ governance.
Evidence Fitness Determination
VEFS may establish evidence fitness conditions such as:Evidence Fit
The evidence is sufficiently fit for the defined validation role.
Evidence Conditionally Fit
The evidence may support validation only under explicit conditions,
limitations, or bounded applicability.
Evidence Fitness Undetermined
Available information is insufficient to determine whether the
evidence is fit.
Evidence Insufficient
Material evidence requirements remain unsupported.
Evidence Unfit
The evidence cannot legitimately perform the proposed
validation role.
These conditions apply to the evidence basis.
They do not represent the Validation State of the Validation Object.
Evidence Fitness and Source Reliability
VALIDOS™ maintains a strict architectural separation:Evidence Fitness ≠ Source Reliability
Evidence Fitness asks:
Is this evidence suitable for answering this validation question?
Source Reliability asks:
Can the origin, provenance, independence, authenticity, and
reliability of the source providing or producing that evidence be
sufficiently trusted?
Evidence can be highly relevant but originate from an
unreliable source.
Evidence can also originate from an authoritative source while being
irrelevant to the validation question.
Both governance spaces are therefore required.
Evidence Fitness and Validation Method
VALIDOS™ also distinguishes:Method = How the condition is examined.
Evidence = What informational basis supports that examination.
A suitable method applied to unfit evidence can produce
weak validation.
Fit evidence processed through an unsuitable method can also produce
weak validation.
VALIDOS™ governs these conditions separately so that one cannot
silently compensate for failure in the other.
Evidence Fitness and Execution
VEFS does not establish whether evidence was actually collected,generated, processed, or interpreted according to the approved
Validation Method Framework.
That responsibility belongs to subsequent Validation
Execution governance.
VEFS establishes the conditions under which evidence is capable of
legitimate validation use.
Evidence Change Governance
Evidence fitness may change because of:- Validation Object change,
- new object version,
- changed Validation Scope,
- changed criteria,
- changed method,
- new evidence,
- contradictory evidence,
- changed operating environment,
- elapsed time,
- discovered evidence limitation,
- or improved evidentiary understanding.
Material changes require proportionate
evidence-fitness reassessment.
Evidence Traceability
Qualified Validation Evidence should remain traceable to:- the Validation Object,
- Validation Criterion,
- evidence requirement,
- Validation Method where applicable,
- evidence type,
- applicability conditions,
- temporal conditions,
- material limitations,
- fitness determination,
- and subsequent use.
This creates the evidentiary continuity necessary for
reconstructable validation.
Governance Boundary
Validation Evidence Fitness Standard begins when establishedValidation Criteria and Validation Methods create identifiable
evidence requirements.
It ends when the relevant evidence basis has been sufficiently
identified, qualified, assessed, bounded, and classified for fitness
to support subsequent VALIDOS™ governance.
VEFS does not determine:
- Validation Object identity,
- Validation Purpose or Scope,
- Validation Criteria,
- Validation Method suitability,
- source trustworthiness,
- source provenance,
- validation execution conformity,
- final Validation Determination,
- Validation State,
- reliance authorization,
- or revalidation requirements.
These responsibilities belong to other VALIDOS™ Parent Standards or
interoperating governance architectures.
Minimum Governance Requirements
A conforming implementation of VEFS should establish:- 1. identifiable evidence requirements,
- 2. traceable relationships between Validation Criteria and evidence,
- 3. evidence relevance assessment,
- 4. evidence applicability assessment,
- 5. evidence coverage and completeness assessment,
- 6. representativeness assessment where applicable,
- 7. temporal fitness assessment,
- 8. sufficient precision and resolution,
- 9. explicit material evidence limitations,
10. explicit evidence gaps, 11. visibility of material contradictory
evidence, 12. an Evidence Fitness Determination, 13. and sufficient
evidence-fitness traceability throughout the validation lifecycle.
