Canonical Definition
Validation Evidence Fitness Determination Module (VEFDM) defines thegovernance framework for integrating evidence relevance,
applicability, coverage, adequacy, limitations, gaps,
contradictions, uncertainty, and validation-role requirements into a
formal determination of whether the complete governed evidence basis
is sufficiently fit to progress within the VALIDOS™
validation lifecycle.
It establishes the final evidence-fitness governance gate between
Evidence Qualification and subsequent Validation Source
Reliability Governance.
Operational Role
VEFDM serves as the fifth and final internal governance space of theValidation Evidence Fitness Standard.
The preceding modules establish:

VEFDM asks:

Fitness Determination
VEFDM does not determine whether the Validation Object is valid.
It determines whether the evidence basis is sufficiently fit to
continue supporting the validation process.

Module Function
VEFDM applies after the material evidence basis has been assessedfor relevance, applicability, coverage, and adequacy.
Its function is to prevent:
- individually acceptable evidence assessments from being mistaken for overall evidence fitness,
- unresolved Evidence Gaps from disappearing during aggregation,
- conditional evidence becoming represented as unconditional evidence,
- evidence limitations being detached from later validation stages,
- contradictory evidence being silently averaged away,
- evidence uncertainty being converted into unsupported confidence,
- strong evidence in one area compensating automatically for critical weakness in another,
- evidence fitness being inferred from quantity,
- evidence fitness being confused with source trustworthiness,
- and evidence qualification being confused with Validation Determination.
Evidence Fitness as an Integrated Condition
Evidence Fitness is not established by one characteristic.VALIDOS™ treats it as an integrated governance condition.
The evidence basis must be considered across:

Evidence may perform strongly in several dimensions while remaining
unfit because of one material unresolved condition.
Fitness Integration Principle
VEFDM establishes:Evidence fitness should not be calculated through blind averaging.
A high score in one dimension must not automatically neutralize a
critical failure in another.
For example:
Highly relevant and precise evidence cannot compensate for the
complete absence of evidence concerning a critical safety condition.
Likewise, broad coverage cannot compensate for evidence that does
not apply to the actual Validation Object.
Fitness determination must therefore remain sensitive
to materiality.
Evidence Fitness Inputs
VEFDM may consume governed outputs including:- Evidence Relevance Determinations,

Fitness Determination.
Fitness Materiality
Not every evidentiary weakness has equal significance.VEFDM distinguishes between conditions that are:
- immaterial,
- minor,
- material,
- critical,
- or execution-blocking.
Materiality may depend upon:
- the affected Validation Criterion,
- Validation Purpose,
- Validation Depth,
- consequence of error,
- intended reliance,
- evidence substitutability,
- and the availability of compensating evidence.
A critical evidentiary weakness must not disappear merely because
the remainder of the evidence basis is strong.
Evidence Fitness and Critical Criteria
Certain Validation Criteria may be designated as critical.Where evidence supporting a critical criterion is:
- irrelevant,
- inapplicable,
- critically incomplete,
- inadequate,
- or materially uncertain,
the complete evidence basis may be prevented from receiving
unrestricted Evidence Fit status.
This preserves the significance of critical validation requirements.
Evidence Fitness Conditions
Evidence may be fit only within defined conditions.Conditions may include:
- restricted Validation Scope,
- limited population,
- defined operating environment,
- specific object version,
- specified configuration,
- limited time period,
- additional monitoring,
- supplementary evidence,
- additional validation,
- or restricted downstream reliance.
Such conditions form part of the Evidence Fitness
Determination itself.
They must remain attached to the evidence basis throughout
subsequent validation governance.
Evidence Fitness Limitations
A limitation differs from a condition.A condition specifies what must remain true for the fitness
determination to apply.
A limitation identifies a known boundary or weakness in what the
evidence can establish.
Examples include:
- limited long-term evidence,
- restricted edge-case representation,
- unresolved low-frequency behavior,
- limited geographic representation,
- or constrained historical depth.
Limitations must survive transition into subsequent VALIDOS™ stages.
Evidence Fitness Uncertainty
VEFDM preserves uncertainty where the evidence basis cannot supporta stronger conclusion.
Uncertainty may result from:
- incomplete evidence,
- applicability uncertainty,
- conflicting evidence,
- insufficient representativeness,
- measurement uncertainty,
- unknown system behavior,
- or unresolved evidentiary dependencies.
VALIDOS™ establishes:
Uncertainty must not be converted into evidence fitness merely
because a decision is operationally convenient.
Evidence Contradiction Integration
Material contradictory evidence must remain visible during the finalfitness determination.
VEFDM evaluates whether contradiction:
- can be sufficiently explained,
- reflects different conditions,
- requires additional evidence,
- creates a material limitation,
- creates uncertainty,
- requires reduced Validation Scope,
- or prevents an Evidence Fit determination.
VEFDM does not determine the ultimate truth of conflicting claims.
It determines what the unresolved contradiction means for
evidence fitness.
Evidence Gap Integration
Evidence gaps identified earlier must be carried into the finalfitness assessment.
VEFDM distinguishes:
Non-Material Evidence Gap
Material Evidence Gap
Critical Evidence Gap
A non-material gap may permit unrestricted fitness.
A material gap may require conditional fitness.
A critical gap may prevent the evidence basis from being considered
fit for the intended validation role.
Evidence Fitness Dependencies
Evidence fitness may depend upon additional conditions that have notyet been fully resolved.
Dependencies may include:
- pending evidence,
- future operational observations,
- required external records,
- additional population data,
- updated measurements,
- completion of a defined test,
- or another evidentiary prerequisite.
Dependencies must remain visible rather than being treated as
completed evidence.
Evidence Fitness Proportionality
VEFDM determines fitness relative to the actual validation role.The same evidence basis may be:
Fit for exploratory analysis,
Conditionally Fit for controlled pilot deployment,
and: Unfit for unrestricted high-consequence operation.
Therefore:
Evidence Fitness is proportional to the validation role and required
Validation Depth.
Evidence Fitness Status
VEFDM may establish the following canonical evidence-fitness states:Evidence Fit
The governed evidence basis is sufficiently relevant, applicable,
covered, adequate, and methodologically usable for the defined
validation role.
Evidence Conditionally Fit
The evidence basis may support the defined validation role only
under explicit conditions, limitations, restrictions, or
additional controls.
Evidence Fitness Undetermined
Available information does not permit a defensible Evidence
Fitness Determination.
Evidence Insufficient
The evidence basis contains material gaps or inadequacies preventing
sufficient evidentiary support for the defined validation role.
Evidence Unfit
The evidence basis cannot legitimately perform the proposed
validation role.
These states apply to the evidence basis.
They do not constitute the Validation State of the
Validation Object.
Evidence Fitness Determination
A formal Evidence Fitness Determination should identify,where applicable:
- Validation Object,
- Validation Purpose,
- Validation Scope,
- Validation Depth,
- relevant Validation Criteria,
- applicable Validation Method Framework,
- evidence basis assessed,
- relevance status,
- applicability status,
- coverage status,
- adequacy status,
- material limitations,
- material gaps,
- contradictions,
- uncertainty,
- dependencies,
- conditions,
- restrictions,
- Evidence Fitness Status,
- determination basis,
- effective period,
- and reassessment triggers.
Evidence Fitness Record
The determination should produce a persistent EvidenceFitness Record.
The record provides a governed reference connecting the evidence
qualification stage to subsequent VALIDOS™ governance.
This allows later stages to determine:
- which evidence was considered fit,
- for which validation role,
- under which conditions,
- within which boundaries,
- with which limitations,
- and at which point in time.
Evidence Fitness Is Not Source Reliability
VEFDM preserves a strict architectural boundary:Evidence Fit ≠ Source Reliable
An evidence item may be:
- relevant,
- applicable,
- well-covered,
- and adequate
while the trustworthiness of its originating source
remains unresolved.
The subsequent Validation Source Reliability Standard governs that
independent question.
Therefore, successful completion of VEFS does not authorize VALIDOS™
to assume source trustworthiness.
Evidence Fitness Is Not Validation Execution
Evidence Fitness also does not demonstrate that validation has beenproperly executed.
VEFDM establishes:
The evidence basis is fit to participate in validation.
Validation Execution must subsequently establish:
The governed validation process was actually performed according to
the approved validation structure.
These are separate governance conditions.
Evidence Fitness Is Not Validation Determination
VALIDOS™ establishes:Evidence Fit ≠ Validation Object Valid
A strong evidence basis may ultimately demonstrate that the
Validation Object fails one or more Validation Criteria.
That is entirely compatible with Evidence Fit status.
Evidence Fitness concerns the quality of the evidentiary basis.
Validation Determination concerns what the governed validation
process demonstrates about the Validation Object.
Evidence Fitness Readiness
An Evidence Fitness Determination creates readiness for the evidencebasis to progress to subsequent validation governance.
Where the evidence basis is:
Evidence Fit
or appropriately:
Evidence Conditionally Fit
it may proceed subject to applicable conditions.
Where it is:
Evidence Insufficient
or:
Evidence Unfit
additional evidence governance may be required before progression.
Conditional Progression
Conditionally Fit evidence may progress only when its conditionsremain visible and enforceable.
Examples include:
- limited-scope validation,
- additional source verification,
- supplementary evidence collection,
- restricted operational assumptions,
- or enhanced validation controls.
The downstream validation process must not silently discard
these conditions.
Evidence Fitness Expiration
Evidence Fitness is not necessarily permanent.A determination may expire because of:
- elapsed time,
- object change,
- version change,
- configuration change,
- Validation Scope change,
- Validation Criteria change,
- Validation Depth change,
- new contradictory evidence,
- evidence degradation,
- new operational information,
- or another material change.
Expiration conditions should be identifiable where relevant.
Evidence Fitness Reassessment
Material change may trigger reassessment.Possible reassessment outcomes include:

Fitness Withdrawn
This prevents outdated Evidence Fitness Determinations from
remaining operationally active after their evidentiary basis has
materially changed.
Evidence Fitness Withdrawal
An Evidence Fitness Determination may require withdrawal where:- critical evidence becomes invalid,
- evidence applicability is lost,
- a material error is discovered,
- a critical gap emerges,
- evidence manipulation is identified,
- or another condition destroys the basis of the previous determination.
Withdrawal must remain traceable.

2. Identify Material Conditions

Determine which conditions are immaterial, material, critical,
or progression-blocking.
4. Assess Validation-Role Proportionality
Compare the complete evidence basis against:

- Validation Depth,
- and intended validation role.
5. Establish Evidence Fitness Status
Classify the evidence basis as:
- Evidence Fit,
- Evidence Conditionally Fit,
- Evidence Fitness Undetermined,

- or Evidence Unfit.
6. Establish Conditions and Boundaries
Where applicable, define:
- fitness conditions,
- limitations,
- restrictions,

However, evidence concerning one critical emergency override
condition remains inadequate.
Application VEFDM integrates the otherwise strong evidence basis
with the critical inadequacy.
Result
The evidence cannot receive unrestricted Evidence Fit status merely
because most other dimensions are strong.
Depending upon Validation Purpose and required Validation Depth, it
may receive:

or:
Evidence Insufficient
until the critical evidentiary requirement is addressed.
Use Case 2 — Financial Model Validation
ScenarioA financial model possesses extensive historical evidence with
strong relevance, applicability, coverage, and adequacy for ordinary
and stressed market conditions.
New market behavior emerges that was not represented in the original
evidence basis.
Application
The new condition creates a potential change in Evidence Fitness.
Result
VEFDM triggers reassessment rather than assuming that the historical
Evidence Fitness Determination remains permanently valid.

Validation Evidence Fitness Determination is the fifth and finalinternal governance space of the Validation Evidence Fitness
Standard (VEFS).
