Ethical Layer Standard defines the structural conditions underwhich a methodology, system, device, hardware structure, AI environment,

valid within the OOF® system.
Ethical Layer Standard operates as a foundational core parent
standard and a required ethical passage layer.
No system is valid within OOF® if it bypasses ethical passage
conditions.
Ethical validity exists only when:
- human harm is prevented as a governing condition
- sustainability is preserved as a structural condition
- deployment remains bounded by ethical legitimacy
- technical capability does not override ethical validity
A system may be functional, profitable, scalable, or advanced and still
remain invalid if it fails ethical passage.
