Canonical Definition
Human Harm Prevention Module defines the structural conditionsunder which a system, methodology, device, hardware structure, AI
environment, autonomous process, or deployment pathway prevents
avoidable harm to humans as a condition of ethical validity.
A system satisfies HHPM only if:
- avoidable human harm is not accepted as a normal operating condition
- harmful pathways are identified before deployment or reliance
- prevention logic exists before damage occurs
- operational capability does not override human safety
- system validity is denied where preventable human harm remains structurally tolerated
A system that tolerates avoidable human harm does not satisfy HHPM.
Module Function
HHPM defines the first ethical boundary of validity.It ensures that no methodology, system, or technology may pass ethical
layer conditions if it permits preventable human harm through design,
deployment, escalation failure, neglect, or structurally tolerated risk.
The module applies wherever human beings may be affected directly or
indirectly by system behavior.
Minimum Implementation Framework (MIF)
Step 5 — Preserve Human Priority
Human safety must remain structurally superior to convenience, speed,efficiency, or output.
Minimum requirement:
- operational gain does not override human protection
- performance does not justify preventable human harm
- system legitimacy remains subordinate to human safety
Step 6 — Restrict Invalid Deployment
The system must not be treated as ethically valid if preventable harmremains structurally possible and ungoverned.
Minimum requirement:
- invalid deployment conditions are identifiable
- unresolved human harm pathways block ethical passage
- functionality alone does not restore validity
