Canonical Definition System

CGRM — Crisis Governance & Responsibility Standard
defines the minimum operational conditions required to ensure that
authority, responsibility, and decision-making remain clear, traceable,
and enforceable during crisis conditions.

A crisis is any operational state where standard governance is
insufficient to ensure system stability, safety, or integrity.

A system is considered governed only if responsibility is explicitly
defined and cannot be bypassed.

A. Standard Abstract

CGRM establishes a governance layer ensuring that responsibility,
authority, and decision-making remain operational under stress,
uncertainty, or failure conditions.

The objective is to ensure that:

• responsibility remains anchored
• authority remains defined
• decisions remain traceable
• governance remains enforceable

This standard does not replace governance. It ensures governance remains
operational when it is most needed.

B. Core Conditions (Non-Negotiable)

All five conditions MUST be present simultaneously. Partial
implementation is not valid.

All conditions MUST operate continuously and in real time during crisis
conditions.

1. Authority & Responsibility
The system MUST define:

• Decision Authority (who decides)
• Execution Authority (who executes)
• Responsibility Holder (who is accountable)

Responsibility MUST be:

• identity-bound
• non-anonymous

2. Decision Control
The system MUST define:

• decision levels
• authority scope
• decision limits

3. Escalation & Override
The system MUST define:

• escalation triggers
• authority transition rules
• fallback authority

For AI-enabled systems:

• human override MUST exist
• override MUST be immediately executable

4. Traceability & Audit
All decisions MUST be:

• recorded
• time-stamped
• attributable

5. Integrity & Enforcement
The system MUST ensure:

• governance cannot be bypassed
• violations are detectable
• system integrity is observable

C. AI Requirements

If AI systems are used:

• human accountability MUST be defined
• AI cannot be a Responsibility Holder
• decisions MUST be traceable
• override MUST be enforceable

D. Prohibited Condition

No system may operate in crisis mode without defined responsibility,
traceable decisions, and enforceable governance.

E. Compatibility Statement

A system may declare:

CGRM Compatible

only if all core conditions are actively satisfied.

Compatibility is:

• operational
• dynamic
• revocable

F. Structural Principle

Governance must not collapse under pressure.
It must become stricter.

Canonical Closing Statement

Crisis does not remove responsibility.
It makes it non-negotiable.
