Canonical Definition

Escalation & Override defines the conditions under which decision
authority is elevated, transferred, or overridden to maintain system
control under critical or crisis conditions.

A system is not governable if escalation and override mechanisms do not
exist or cannot be executed.

Purpose

This module ensures that:

• critical situations trigger controlled escalation
• authority can transition when required
• system control can be restored immediately

Core Principle

If escalation is not defined, failure is uncontrolled.
If override is not possible, control does not exist.

Minimum Implementation Framework (MIF)

The system MUST define:

1. Escalation Triggers
Clear conditions that initiate escalation, including:

• threshold breaches
• system instability
• failure conditions
• high-risk decisions

2. Authority Transition Rules
The system MUST define:

• who takes control after escalation
• how authority is transferred
• when escalation is completed

3. Maximum Response Time
The system MUST define:

• maximum allowed delay for escalation
• response time thresholds per decision level

4. Fallback Authority
The system MUST define:

• backup authority if primary authority is unavailable
• automatic or manual fallback conditions

5. Override Mechanism
The system MUST ensure:

• immediate override capability
• ability to stop or reverse actions

For AI-enabled systems:

• human override MUST exist
• override MUST be enforceable without delay

Mandatory Conditions

• escalation MUST be triggerable
• authority transfer MUST be defined
• override MUST be executable at any time
• system MUST not remain in uncontrolled state

Prohibited Conditions

• missing escalation triggers
• undefined authority transfer
• delayed or blocked override
• inability to stop system actions

The system produces:

System Condition

• Valid → escalation and override are active and executable
  
• Invalid → escalation fails or override is not possible

Use Case 1 — System Failure Event

Without module:

• failure detected
• no escalation
• delayed response

With module:

• trigger activated
• authority escalated

• failure contained

Use Case 2 — AI Emergency Override

Without module:

• AI continues harmful execution
• no stop mechanism

With module:

• human override triggered
• execution stopped immediately

Result:

• system control restored
