Canonical Definition

Traceability & Audit defines the requirement that all decisions,
actions, and system events must be recorded, attributable, and
reconstructable to ensure verifiable accountability.

A system is not trustworthy if its actions cannot be traced and
reconstructed.

Purpose

This module ensures that:

• every decision can be traced to its origin
• every action is attributable to a responsible entity
• system behavior can be reconstructed at any time

Core Principle

If it cannot be traced, it cannot be verified.
If it cannot be verified, it cannot be trusted.

Minimum Implementation Framework (MIF)

The system MUST ensure:

1. Decision Recording
All decisions MUST be:

• recorded
• stored in a persistent form

2. Time-Stamping
All records MUST include:

• exact time of decision or action
• sequence consistency

3. Attribution
Every decision MUST be:

• linked to an identifiable entity
• connected to a defined responsibility holder

4. Reconstruction Capability
The system MUST enable:

• full reconstruction of decision flow
• step-by-step trace of actions
• verification of system behavior

5. Audit Accessibility
The system MUST allow:

• audit access (internal or external)
• verification of records
• consistency checks

Mandatory Conditions

• all decisions MUST be recorded
• records MUST be attributable
• records MUST be time-consistent
• system MUST support reconstruction

Prohibited Conditions

• missing decision records
• anonymous actions
• incomplete or inconsistent logs
• inability to reconstruct system behavior

Output

The system produces:

Verifiable Audit Trail
Reconstructable Decision History

System Condition

• Valid → full traceability and reconstruction possible
