Canonical Definition
Autonomous Authority Standard (AAS) defines the structuralconditions under which autonomous operational authority is
established, assigned, delegated, validated, restricted, and revoked
while preserving governance legitimacy, operational accountability,
and controlled autonomous execution throughout the complete
autonomous operational lifecycle.
AAS governs autonomous operational authority.
The standard establishes the governance conditions required to
ensure that every autonomous operation is performed only under
legitimate, verifiable, and governance-approved operational
authority.
Identity establishes who the autonomous actor is.
Authority establishes what the autonomous actor is permitted to do.
AAS governs that authority.
Standard Abstract
Autonomous systems may possess advanced capabilities, but capabilityalone does not authorize autonomous action.
Before an autonomous system performs independent operations,
operational authority must first be established.
Without governed authority:
- autonomous actions lack legitimacy,
- permissions become ambiguous,
- operational accountability weakens,
- governance boundaries become difficult to enforce,
- autonomous ecosystems become less trustworthy.
AAS establishes the governance foundation that determines when,
where, how, and under which conditions autonomous authority may
exist.
Operational Role
Autonomous Authority Standard provides the governance layerresponsible for establishing, controlling, validating, restricting,
delegating, and revoking autonomous operational authority.
Its role is to ensure that autonomous authority remains legitimate,
controlled, and continuously governable throughout autonomous
operation.

Why This Standard Exists
Autonomous systems increasingly perform operations withoutcontinuous human intervention.
As autonomy expands, operational authority becomes a governance
requirement rather than a purely technical configuration.
Without governed authority:
- autonomous systems may exceed intended permissions,
- authority becomes difficult to verify,
- operational legitimacy declines,
- governance loses effective control over autonomous execution.
AAS exists because autonomous operational authority is the second
governable space of Autonomous Systems Governance Architecture
(ASGA™).
