Canonical Definition
Operational Authority Assignment Module (OAAM) defines thestructural conditions under which autonomous operational authority
is legitimately assigned to an autonomous operational actor before
independent operations may begin.
OAAM governs operational authority assignment.
The module establishes the governance conditions required to ensure
that autonomous operational authority is explicitly assigned,
governance-approved, and operationally justified before autonomous
execution is authorized.

Minimum Implementation Framework
