B. Standard Abstract

This standard defines the governance principles under which economic
value may be admitted, withdrawn, or restored within the OOF™ system.
It establishes authority boundaries, validation requirements, and
traceability conditions for all value-related decisions.
The framework prevents arbitrary, political, or non-deterministic
manipulation of asset value.


C. Canonical Definition

The Value Governance Framework (VGF) is defined as the structural
rule set that governs how value states are validated, assigned, removed,
and reactivated within the Economic State Architecture.

No value state decision may occur outside this framework.
