Responsibility Continuity Standard (RCS) defines the structuralconditions under which responsibilities remain preserved, connected,
governable, traceable, transferable, reconstructable, enforceable,
and operationally valid throughout the responsibility lifecycle
despite organizational, operational, contractual, technological,
supervisory, or governance changes.
RCS governs responsibility continuity.
The standard establishes the foundational conditions required to
determine whether responsibility remained continuously preserved
from assignment to outcome and whether responsibility survived
transitions, transfers, escalations, reorganizations, substitutions,
automation events, and governance changes.
Responsibility may be assigned.
