Cognitive Interpretation Integrity Standard (CIIS) defines the structural conditionsunder which signals, context, instructions, intentions, observations, events,
and operational reality inputs are interpreted into meaning in a manner that remains
traceable, contextually valid, semantically coherent, governance-compatible,
and operationally reliable across human, agent, and multi-agent cognition environments.
CIIS governs interpretation.
The standard ensures that cognition remains capable of transforming inputs into valid meaning
without producing uncontrolled semantic distortion, interpretation drift, ambiguity collapse,
context corruption, or governance-invalid conclusions.
Interpretation is the bridge between information and meaning.
CIIS governs the integrity of that bridge.
