Canonical Language: UCL — Universal Canonical Language Canonical Definition The Tax-Relevant Value Association Standard (TRVAS) governs how value references, value states, value changes, and other governed value results are associated with a Governed Participatory Event so that the event can carry a sufficiently structured representation of value into subsequent Tax-Relevant Event governance. TRVAS establishes which governed value information legitimately belongs to the event, how that relationship is represented, how multiple value associations are distinguished, how value states and changes are connected to the event, and how those associations remain traceable. TRVAS does not determine the origin, emergence, development, degradation, nullification, restoration, extinction, ownership, economic meaning, or complete lifecycle of value. Those questions belong to VFM® — Value Flow Mechanism and other appropriate governance architectures. TRVAS also does not determine taxable value, Tax Base, consideration under law, customs value, transfer-pricing value, market value under a jurisdiction-specific rule, deductible amount, taxable income, taxable gain, tax rate, or Tax Liability.
The foundational boundary is: VFM® determines what happened to value. TREGA™ determines which governed value result belongs to the event. Purpose Tax-relevant events frequently interact with value.
An event may: create value; transfer value; exchange value; consume value; transform value; increase value; decrease value; temporarily hold value; redistribute value; destroy value; restore value; or affect several different values simultaneously. Yet the existence of value somewhere in an operational system does not establish that the value belongs to the specific event being governed. Likewise, a monetary amount appearing in a transaction record does not automatically represent the complete value structure of the event.
TRVAS exists to establish a governed association layer between: Governed Participatory Event
and: Governed Value Information without converting that association into a legal tax valuation. Core Question Which governed value results materially belong to the Tax-Relevant Event, and how can those relationships be represented without determining the jurisdiction-specific taxable value, Tax Base, ownership, entitlement, or legal tax consequence of that value? TREGA™ Governance Flow
The complete TREGA™ Parent Standard governance sequence is: 1. TRECS — Tax-Relevant Event Context Standard → 2. TRERS — Tax-Relevant Event Recognition Standard → 3. TREFS — Tax-Relevant Event Formation Standard → 4. TREBS — Tax-Relevant Event Boundary Standard → 5. TRETS — Tax-Relevant Event Timing Standard → 6. TRELS — Tax-Relevant Event Location Standard → 7. TREPS — Tax-Relevant Event Participation Standard → 8. TRVAS — Tax-Relevant Value Association Standard ← CURRENT STANDARD → 9. TRERLS — Tax-Relevant Event Relationship Standard → 10. TREDS — Tax-Relevant Event Determination Standard → 11. TREGS — Tax-Relevant Event Record Governance Standard → 12. TRECLS — Tax-Relevant Event Lifecycle & Continuity Standard Position Within TREGA™ TRVAS operates after Event Participation has been governed and before relationships between multiple events are governed.
Its architectural position is: Event Participation → Value Association → Event Relationships
TREPS establishes: Who or what materially participated in the event?
TRVAS establishes: Which governed value results materially belong to the event?
TRERLS subsequently establishes: How does the event relate to other governed events? Governed Transition
TRVAS receives: Governed Participatory Event
together with relevant governed value information and produces: Governed Value-Associated Event
The canonical transition is: Governed Participatory Event + Governed Value Results → TRVAS — Value Association Governance → Governed Value-Associated Event This output proceeds to TRERLS.

Governed Space

TRVAS governs the architecture-level space through which value is
legitimately associated with a Tax-Relevant Event.

This includes governance of: value-association identification;
value references; event-value relationships; value-state
association; value-change association; multiple value
associations; participant-value-event distinctions; direct and
indirect value association; value-association qualification;
value-association uncertainty; value-association conflict;
value-association traceability; and value-association readiness
for downstream TREGA™ governance.

TRVAS does not govern the internal lifecycle of the value itself.

Value Association

A Value Association represents the governed relationship between
a value result and the specific Tax-Relevant Event.

The existence of value does not automatically establish this
relationship.

Therefore: Value Existence ≠ Event Value
Association

A governed association requires sufficient support that the value
information materially belongs to the event.

Governed Value Result

TRVAS may consume governed value results from VFM® or another
legitimate upstream value-governance source.

Such results may describe: value reference; value state; value
change; value development; value degradation; value
nullification; value restoration; or another governed value
condition.

TRVAS does not recalculate or redefine those results.

Its question is narrower:

Does this governed value result materially belong to this
governed event?

Value Reference

A value associated with an event must be sufficiently
referenceable so that the relationship can remain stable and
reconstructable.

A Value Reference may connect the event to an upstream governed
value object or value result.

The reference does not itself establish the association.

Value Reference ≠ Value Association by Default.

Monetary and Non-Monetary Value

TRVAS shall not assume that relevant value must be expressed as
money.

Governed events may involve: monetary value; goods; services;
digital assets; rights; access; resources; productive capacity;
data-related value; computational resources; energy; economic
benefits; obligations; or other governed forms of value.

Therefore: Value ≠ Monetary Amount by
Default

TRVAS must remain capable of representing value associations
before a jurisdiction determines which forms of value matter for
taxation.

Recorded Amount Versus Governed Value

Operational systems frequently contain prices, balances,
invoices, settlement amounts, accounting amounts, estimated
values, and other numeric representations.

These records may support Value Association.

They are not automatically authoritative representations of
governed value.

Therefore:

Recorded Amount ≠ Governed Value by Default.

And:

Invoice Amount ≠ Taxable Value by Default.

Value Association Identification

TRVAS shall establish whether available governed value
information potentially belongs to the event.

The purpose is to distinguish:

Value information relevant to this event

from:

Value information merely present in surrounding operational
systems.

A value reference may enter association governance only where a
plausible event relationship exists.

Direct Value Association

A governed value result may directly correspond to the event.

For example, an event may directly produce, transfer, consume, or
transform a governed value.

Where sufficient support exists, TRVAS may establish a direct
Value Association.

However:

Direct Value Association ≠ Taxable Consideration.

The legal meaning remains downstream.

Indirect Value Association

Some value relationships may exist through intermediate
operational structures.

TRVAS may preserve indirect association where materially
relevant.

An indirect relationship shall not automatically be excluded
merely because the value does not move directly between two
participants.

Therefore:

Indirect Value Association ≠ Irrelevant Value by Default.

Multiple Value Associations

One event may legitimately interact with multiple values.

The canonical model is:

One Governed Event

↓

Value A + Value B + Value C + Value N

Examples may include: goods and payment; service and digital
entitlement; asset and consideration; energy and computational
output; several currencies; multiple digital assets; or multiple
value changes.

Therefore: One Event ≠ One Value by
Default

TRVAS shall preserve materially distinct value relationships
rather than forcing the event into one value field.

One Value Across Multiple Events

The same governed value may also relate to multiple events over
time.

TRVAS shall not assume that a value belongs exclusively to one
event merely because an association exists.

Therefore:

Value Association ≠ Exclusive Event Ownership of Value.

TRERLS may subsequently govern relationships among events where
necessary.

VFM® remains authoritative for the Value Lifecycle.

Value State Association

An event may be materially associated with a particular governed
state of value.

TRVAS shall preserve that relationship where relevant.

However:

Value State Association ≠ Value State Determination.

VFM® governs the value state itself.

TRVAS only establishes its relationship to the event.

Value Change Association

A governed event may be associated with a change in value.

This may include increase, decrease, transfer, transformation,
development, degradation, nullification, restoration, or another
governed change.

TRVAS shall establish whether the governed change materially
belongs to the event.

The boundary is:

VFM® governs the Value Change.

TRVAS governs the Event ↔ Value Change relationship.

Therefore: Value Change Association ≠
Value Change Governance Value Without
Transfer

Value may be associated with an event even where no conventional
transfer occurs.

An event may: create value; consume value; destroy value; improve
value; impair value; unlock value; restrict value; or transform
value.

Therefore:

No Value Transfer ≠ No Value Association.

This distinction is particularly important for digital, machine,
infrastructure, and autonomous economies.

Transfer Without Ownership Determination

Where value is transferred, TRVAS may represent the relationship
between the transfer result and the event.

It does not determine legal ownership before or after the
transfer.

Therefore:

Value Transfer Association ≠ Ownership Determination.

OBIDENITY® remains authoritative for governed ownership where
applicable.

Participant and Value Association

TREPS establishes Event Participation.

TRVAS shall not assume that every participant owns, receives,
supplies, controls, or benefits from every value associated with
the event.

Therefore: Event Participant ≠ Value Owner
by Default

and: Participation Role ≠ Value Entitlement

An actor may materially participate without owning the associated
value. Participant–Value Relationship

Where materially relevant, TRVAS may preserve which value
relationship is associated with which participant structure.

However, such representation remains an event-value association
structure.

It shall not independently determine: legal ownership; beneficial
ownership; legal entitlement; contractual entitlement; economic
ownership under tax law; or liability for the value.

Those conclusions remain outside TRVAS.

Gross and Component Value Structures

A single event may contain several value components.

A total recorded amount may conceal materially different governed
value relationships.

TRVAS shall permit component-level associations where
operationally justified.

However:

Total Recorded Amount ≠ Single Governed Value by Default.

TRVAS does not prescribe a jurisdiction-specific gross/net or
taxable/non-taxable decomposition. Positive, Negative, and Null
Value Conditions

Value association shall not be limited to positive economic
amounts.

A governed event may involve: positive value; negative value;
zero-value state; value loss; value degradation; liability-like
economic burden; or value nullification.

TRVAS may associate such governed results with the event without
determining their tax treatment.

Zero Monetary Amount ≠ No Tax-Relevant Value Association by
Default.

Currency and Unit Representation

Value may be expressed in different currencies, units,
quantities, measures, or governed representations.

TRVAS shall preserve the relevant upstream representation without
assuming that one currency or unit constitutes the legally
required tax measurement.

Value Unit ≠ Tax Measurement Rule.

Currency conversion, valuation methodology, and
jurisdiction-specific tax measurement remain downstream unless
governed by another appropriate architecture.

Estimated Value

Some operational events may contain estimated rather than
directly observed value.

TRVAS may associate a governed estimated value result where its
status is clearly preserved.

Therefore:

Estimated Value ≠ Established Value.

and:

Estimated Value Association ≠ Tax Valuation.

Value Association Confidence

Value associations may possess different levels of support.

TRVAS shall permit qualification where necessary.

A Value Association may be:

Established

Qualified

Partial

Ambiguous

Conflicted

Unresolved

A downstream requirement for a numeric amount shall not justify
artificial certainty.

Value Association Uncertainty

Where it is unclear whether a governed value result belongs to
the event, uncertainty shall remain visible.

Therefore:

Value Association Uncertainty ≠ Permission to Assign Convenient
Value.

The association shall not be created or rejected merely because
one outcome produces a preferred tax result.

Value Association Conflict

Different operational or governed sources may associate different
value results with the same event.

TRVAS shall preserve material conflicts until sufficiently
resolved.

Therefore:

Value Association Conflict ≠ Permission for Convenient Valuation
Selection.

TRVAS governs the conflict in association.

It does not determine jurisdiction-specific legal valuation.

Value Association Traceability

Every material Value Association should remain sufficiently
reconstructable.

The governance structure should permit determination of: which
event the value relates to; which governed value reference was
used; which upstream value source produced the value result;
which value state or change is associated; what basis supports
the association; whether the association is direct or indirect;
whether uncertainty existed; whether conflicting associations
existed; and what governance state was assigned.

Traceability must preserve the distinction between the value
result and its association with the event.

Value Association and Event Boundary

TRVAS operates within the Event Boundary already governed by
TREBS.

Value information shall not silently expand the Event Boundary.

Therefore: Value Association ≠ Event
Boundary Expansion

If value evidence indicates that the existing Event Boundary may
be incorrect, the matter shall be referred to the appropriate
upstream TREGA™ governance layer.

TRVAS shall not redefine the Event Boundary independently.

Value Association and Event Formation

The presence of additional value does not automatically create
another event.

Likewise, multiple value changes may belong to one formed event.

Therefore:

Multiple Values ≠ Multiple Events by Default.

If materially distinct event formation may exist, TREFS remains
authoritative.

Value Association and Event Timing

A value may be recorded, recognized, transferred, settled,
measured, or updated at a time different from the governed
operational Event Timing.

Therefore:

Value Timestamp ≠ Event Time by Default.

TRETS remains authoritative for Event Timing.

TRVAS shall preserve relevant value timing only as part of the
association where necessary.

Value Association and Event Location

A value may be recorded, stored, transferred, or represented in a
location different from the governed Event Location.

Therefore:

Value Location ≠ Event Location by Default.

Asset Location ≠ Tax Jurisdiction by Default.

TRELS remains authoritative for Event Location.

Value Association and Event Participation

TRVAS receives the Governed Participatory Event from TREPS.

It shall preserve participant structures without redefining them.

A value relationship may provide additional evidence relevant to
participation, but TRVAS shall not independently create or remove
participants.

Therefore:

Value Association ≠ Participation Determination.

TREPS remains authoritative for Event Participation.

Value Association and Event Relationships

The same value may appear across several related events.

TRVAS shall preserve the association within the current event.

TRERLS subsequently governs relationships among those events.

Therefore:

Shared Value Reference ≠ Same Event by Default. Relationship to
VFM® — Value Flow Mechanism

VFM® owns the governance of the Value Lifecycle.

Its governed space includes what happens to value across:

Value Context

↓

Value Origin

↓

Value Emergence

↓

Value
Recognition

↓

Value State

↓

Value Change

↓

Value Development /
Value Degradation

↓

Value Nullification

↓

Value Restoration /
Value Extinction

TRVAS shall not reproduce this lifecycle.

The architectural boundary is: VFM® governs what happened to
value. TRVAS governs which governed value result belongs to the
Tax-Relevant Event.

This separation allows TREGA™ to consume governed value
information without becoming a second value-governance
architecture.

Relationship to OBIDENITY®

TRVAS does not determine ownership merely because value is
associated with an actor or event.

OBIDENITY® governs origin-bound identity, ownership, authority,
permission, provenance, transfer, continuity, and related
identity-governance structures where applicable.

Therefore:

Value Association ≠ Ownership Governance.

Relationship to Accountability and
Liability

Value association does not establish who is responsible for value
creation, loss, transfer, degradation, or another outcome.

Therefore:

Value Association ≠ Accountability.

Value Loss Association ≠ Liability Determination.

AGA™ and HALIA™ remain authoritative for their respective
governance spaces.

Relationship to Tax Law

TRVAS deliberately stops before jurisdiction-specific tax
valuation.

A jurisdiction may later determine whether an associated value
constitutes: taxable consideration; taxable income; taxable gain;
taxable benefit; customs value; transfer-pricing value;
deductible amount; tax base; exempt value; or another legally
defined amount.

TRVAS does not make those determinations.

Therefore: Governed Event Value ≠ Taxable
Value

and: Value Association ≠ Tax Base Determination
Multi-Jurisdiction Governance

One governed Value Association may legitimately support different
tax interpretations across jurisdictions.

The canonical model is:

One Governed Event

→ One Governed Value Association Structure

→ Jurisdiction A Evaluation

→ Jurisdiction B Evaluation

→ Jurisdiction C Evaluation

TRVAS shall therefore preserve operational value association
independently from any single jurisdiction's valuation rules.

Machine and Autonomous Economy

Machine and autonomous events may produce value structures that
do not resemble traditional human transactions.

An AI agent may: allocate computational capacity; obtain a
digital service; exchange digital assets; consume energy;
generate operational output; trigger resource use; optimize
production; or initiate another value-affecting action.

TRVAS shall permit these governed value results to associate with
the event without requiring a conventional invoice, human buyer,
human seller, or monetary payment.

Therefore:

No Human Transaction ≠ No Value Association.

Value Association States

TRVAS may represent architecture-level states including:

Value Association Ready

Value Association Under Governance

Value Association Established

Multi-Value Association

Direct Value Association

Indirect Value Association

Value State Associated

Value Change Associated

Value Association Qualified

Value Association Ambiguous

Value Association Conflicted

Value Association Unresolved

Governed Value-Associated Event

These states describe Value Association only.

They do not determine legal tax valuation.

Governance Requirements

A TRVAS-conformant implementation shall ensure that: value
information is associated only where materially relevant to the
governed event; governed value references remain distinguishable;
monetary and non-monetary value can be represented; multiple
values can be associated with one event; one value can remain
associated with multiple events where legitimate; Value States
can be associated without being redefined; Value Changes can be
associated without being re-governed; direct and indirect
associations can remain distinguishable; participant identity
does not automatically determine value ownership; Participation
Role does not automatically determine value entitlement; recorded
amounts are not automatically treated as governed value; invoice
amounts are not automatically treated as taxable value;
uncertainty remains visible; conflicts remain visible;
association traceability remains reconstructable; Value
Association does not silently redefine Event Formation or Event
Boundary; VFM® ownership of the Value Lifecycle remains
preserved; ownership governance remains separate; tax valuation
remains downstream; and Value Association does not determine Tax
Base or Tax Liability.

Governance Logic

IF a Governed Participatory Event exists, THEN relevant governed
value information may enter Value Association governance.

IF a governed value result materially belongs to the event, THEN
a Governed Value Association may be established.

IF multiple materially distinct value results belong to the same
event, THEN multiple Value Associations shall be preserved where
necessary.

IF a Value State or Value Change is governed upstream, THEN TRVAS
may associate that result without redefining it.

IF a value reference is merely present in surrounding operational
data, THEN association shall not be established solely from that
presence.

IF Value Association remains uncertain or conflicted, THEN the
relevant governance state shall remain visible.

IF additional value information suggests that Event Formation or
Event Boundary may be incorrect, THEN TRVAS shall refer the issue
upstream rather than independently redefining the event.

IF the event's value associations are sufficiently governed, THEN
TRVAS may produce a Governed Value-Associated Event.

TRVAS SHALL NOT convert Governed Event Value into
jurisdiction-specific taxable value, Tax Base, or Tax Liability.

Governance Outputs

TRVAS may produce architecture-level outputs including: Governed

Enterprise Application

TRVAS provides the value-association layer between governed
participation and subsequent Event Relationship governance:

ERP / Commerce / Banking / Platform / AI
Agent / Machine System

→ Governed Operational Event

→ TREPS — Governed Participatory Event VFM® / Governed Value
Information

→ TRVAS — Governed Value-Associated Event

→ TRERLS — Event Relationship Governance

→ TREDS — Event Determination

→ Governed Tax-Relevant Event Record

→ Jurisdictional Tax Rules / Tax Engine

This structure allows taxation systems to consume governed
event-value relationships without requiring TREGA™ to determine
the tax treatment of the value.

Internal Module Architecture

TRVAS is operationalized through five Core Modules: 1. VAIM —
Value Association Identification Module

Identifies governed value information that may materially belong
to the event and determines which value references should enter
Value Association governance. 2. VARM — Value Reference Module

Establishes stable and traceable references between the governed
event and relevant governed value objects or results. 3. VACM —
Value Change Association Module

Governs the association between the event and governed changes
affecting value without re-governing the Value Change itself. 4.
VASM — Value State Association Module

Governs the association between the event and relevant governed
Value States without determining those states independently. 5.
VATM — Value Association Traceability Module

Preserves reconstructable provenance, qualification, uncertainty,
conflict, and history of the event-value association structure.

Canonical Boundary

TRVAS governs the association of governed value references, Value
States, Value Changes, and other legitimate governed value
results with a specific Tax-Relevant Event.

It does not govern the complete Value Lifecycle, determine the
origin or ownership of value, redefine upstream governed Value
States or Value Changes, determine Event Participation, redefine
Event Formation or Event Boundary, establish accountability or
liability, or determine jurisdiction-specific taxable value, Tax
Base, taxable income, taxable gain, consideration, customs value,
transfer-pricing value, tax rate, exemption, deduction, Tax
Liability, filing obligation, collection, payment, or
enforcement.

TRVAS ends when the event possesses a sufficiently governed,
traceable, and jurisdiction-neutral Value Association structure
for subsequent TREGA™ governance.
