  • governance-valid capability conditions


3. Define Validity Degradation Detection Logic

The system must define how capability-validity failures
are identified.


This may include:

  • expired certifications
  • unavailable tools

  • degraded competencies
  • governance-invalid execution conditions


4. Define Operational Response or Governance Logic

The system must define governance logic for
capability-validity failures.

5. Preserve Traceability & Restrict Invalid Conditions

A capability-readiness environment must not remain validity-valid if
materially significant capability conditions cannot be
