Capability Qualification Origin Integrity Module (CQOIM) defines thestructural conditions under which qualifications, certifications,
licenses, approvals, competencies, authorizations, training
credentials, and capability claims remain attributable to
identifiable, legitimate, traceable, governable, accountable, and
operationally valid qualification sources throughout the
capability lifecycle.
CQOIM governs qualification origin.
The module establishes the integrity conditions required to
determine where capability qualifications originated, who issued
them, under what authority they were issued, and whether the
qualification source remains legitimate.
