Canonical Definition
Capability Competency Scope Integrity Module (CCSIM) defines thestructural conditions under which competencies, skills,
qualifications, operational abilities, tool capabilities, resource
capabilities, execution limits, and performance boundaries remain
identifiable, traceable, governable, accountable, reconstructable,
and operationally valid throughout the capability lifecycle.
CCSIM governs competency scope.
The module establishes the integrity conditions required to
determine exactly what an actor is capable of performing, what lies
outside their capability boundaries, and where operational
competency begins and ends.
Module Function
The module applies wherever systems must preserve:- clearly defined competencies
- visible capability boundaries
- reconstructable capability scope
- accountable capability assignment
- governance-valid execution limits
- operational capability clarity
Its function is to ensure that governance can determine exactly what
an actor is capable of performing and what remains outside
their capability scope.
