Canonical Definition
Operational Accountability Continuity Module (OACM) defines thestructural conditions under which accountability remains continuous,
uninterrupted, and governable throughout the complete autonomous
operational lifecycle.
OACM governs operational accountability continuity.
The module establishes the governance conditions required to ensure
that accountability is never lost, interrupted, or left undefined
during autonomous operation, operational transitions, or governance
changes.
Accountability begins with attribution.
It must continue until the operation is fully completed.

Minimum Implementation Framework
