Operational Accountability Attribution Module (OAAM) defines thestructural conditions under which accountability for autonomous
operations is assigned, attributed, identified, and governed
throughout the complete autonomous operational lifecycle.

The module establishes the governance conditions required to ensure
that responsibility for every autonomous operation remains clearly
