Safe Execution Termination Module (SETM) defines the structuralconditions under which autonomous execution is safely, orderly, and
governably completed, interrupted, or terminated while preserving
operational integrity, accountability, and governance control.
SETM governs safe execution termination.
The module establishes the governance conditions required to ensure
that autonomous operations conclude without creating uncontrolled
operational states, unresolved responsibilities, or unacceptable
operational risks.

Minimum Implementation Framework
1. Define the Execution Termination ObjectIdentify which autonomous operations require governed termination

shutdown.
3. Define Termination Failure Logic
