Step 1 — Ambiguity DetectionThe concept is evaluated to determine whether multiple meanings
exist.

Step 2 — Context Qualification
The required context is identified.
Questions include:
- Which domain?
- Which operational environment?
- Which system?
- Which authority defines the meaning?
Step 3 — Meaning Isolation
Competing meanings are separated into distinct governed meaning
spaces.
The objective is not to select a winner.
The objective is to prevent semantic collision.
Step 4 — Canonical Definition
Once sufficient qualification exists, a canonical definition may be
created.
The concept becomes anchored to a specific meaning.
Step 5 — Validation Status
The concept receives a governance status.

Step 6 — Controlled Propagation
Only validated meanings may propagate across systems.
Unresolved meanings remain visible and classified but cannot be
treated as authoritative references.
