A. Standard Abstract

The Traffic Enforcement Integrity™
Standard (TEI) defines governance conditions
for the deployment and operation of traffic enforcement systems, including speed monitoring and
control mechanisms.

The objective is to ensure that enforcement systems:

reduce real-world risk
promote stable and predictable driver behavior
operate as safety mechanisms rather than penalty-generation systems

This standard does not prohibit enforcement.
It defines how enforcement must operate to maintain system integrity
and public safety.

B. Canonical Definition

Traffic Enforcement Integrity™ (TEI) is the governance condition in which traffic control
and speed enforcement systems are deployed in a transparent, predictable, and safety-oriented
manner that minimizes risk, prevents abrupt behavioral disruption, and ensures that
enforcement guides behavior rather than exploits it.

This standard is based on:

Non-Entrapment Principle

Enforcement must guide behavior, not trigger reactive risk.

D. Scope

This standard applies to:

stationary speed cameras
mobile speed enforcement systems
temporary construction-zone enforcement
highway and urban enforcement systems
automated and semi-automated traffic control systems

E. Structural Requirements

1. Pre-Visibility Requirement

Enforcement zones MUST be communicated in advance.

This includes:

signage before the enforcement zone
clear indication of controlled area

Drivers must have the ability to adjust behavior before enforcement occurs.

2. Predictable Enforcement Condition

Enforcement MUST operate within defined and understandable zones.

Examples:

"Speed Control — next 2 km"
"Speed Enforcement Zone active"

Unsignaled, isolated, or single-point enforcement without prior indication is non-compliant.

3. Non-Entrapment Requirement

Enforcement systems MUST NOT:

function as hidden traps
rely on sudden detection without warning
induce panic braking or reactive driving

4. Behavioral Stability Requirement

Enforcement must:

promote gradual speed adjustment
prevent abrupt braking behavior
reduce traffic flow disruption

5. Mobile Enforcement Condition

Mobile enforcement systems:

MUST define an active enforcement zone
MUST provide prior indication of enforcement presence
are not required to disclose exact location

Example:

"Temporary Speed Enforcement Zone"

6. Extended Zone Transparency Condition

On extended road sections, systems SHOULD communicate:

number of enforcement points within a defined distance.

Example:

"Next 50 km: 3 speed control points"

F. Prohibited Practices

The following are prohibited:

hidden enforcement without prior indication
enforcement positioned to maximize penalties rather than safety
placement in locations inducing sudden braking or instability
enforcement strategies designed to exploit driver reaction rather than guide behavior
