Minimum Implementation Framework

1. Define the Runtime Meaning Object

The organization must define which operational meanings or semantic states require runtime
stability preservation.


This may include:
  • runtime instructions
  • operational definitions
  • authority meanings
  • escalation meanings
  • orchestration semantics
  • delegated execution meanings
  • consequence-bearing interpretation states


2. Define Runtime Meaning Stability Conditions

The system must define the conditions under which operational meaning remains materially
stable during runtime execution.


This includes:
  • runtime semantic continuity
  • adaptive interpretation continuity
  • orchestration semantic stability
  • delegated meaning continuity
  • operational definition stability


3. Define Runtime Meaning Drift Detection Logic

The system must define how runtime semantic instability or operational meaning mutation is
identified.


This may include:
  • runtime reinterpretation drift
  • unstable adaptive meanings
  • delegated semantic mutation
  • orchestration interpretation divergence
  • consequence-bearing semantic instability


4. Define Operational Response or Governance Logic
