Minimum Implementation Framework

1. Define the Meaning Object

The organization must define which operational meanings, definitions, or semantic structures
require continuity preservation.


This may include:
  • operational definitions
  • runtime instructions
  • authority meanings
  • permission meanings
  • escalation meanings
  • governance conditions
  • consequence-bearing interpretation states


2. Define Meaning Continuity Conditions

The system must define the conditions under which operational meaning remains materially
continuous across interpretation environments.


This includes:
  • semantic continuity
  • contextual continuity
  • interpretation continuity
  • runtime meaning stability
  • operational definition continuity


3. Define Meaning Drift Detection Logic

The system must define how semantic drift or operational meaning divergence is identified.

This may include:
  • unstable operational definitions
  • interpretation divergence
  • runtime meaning mutation
  • contextual semantic fragmentation
  • consequence-bearing semantic ambiguity


4. Define Operational Response or Governance Logic

The system must define governance logic for materially unstable meaning continuity
conditions.


Governance response may include:
  • semantic escalation
  • interpretation review activation
  • runtime restriction
  • semantic narrowing
  • operational clarification enforcement
  • semantic invalidation where required


5. Preserve Traceability & Restrict Invalid Conditions

The system must preserve reconstructable traceability of meaning continuity and
semantic-drift states. A system must not remain semantically valid if operational meaning
materially diverges while systems continue assuming interpretation continuity remains
preserved.
