What Is Operational Validity
Operational Validity is the condition in which a claimed realityremains true during execution.
Operational Validity evaluates:
- whether execution remains admissible
- whether permissions remain effective
- whether authority remains legitimate
- whether constraints remain active
- whether operational behavior remains aligned
- whether runtime conditions remain valid
- whether declared reality remains true during operation
Is the operation still valid now?

The Core Distinction
A system may possess:- valid definitions
- valid governance structures
- valid classifications
- valid architecture
Likewise, a system may continue operating while lacking
sufficient structural legitimacy.

Why This Distinction Matters
Many systems assume that structural validity automatically producesoperational validity.
This assumption is often false.
A system may be:
- documented
- certified
- approved
- governed
- compliant
- and architecturally complete
Similarly, a system may continue functioning operationally while lacking
sufficient structural legitimacy.
The distinction between structural validity and operational validity exists to
identify and govern these conditions.
Certification and Operational Legitimacy
Many governance systems derive legitimacy primarily from:- certification
- qualification
- approval
- compliance
- audit
- and historical validation
Operational Validity evaluates something different.
It asks:
Does the claimed reality remain valid during execution itself?
- autonomous
- adaptive
- distributed
- machine-executed
- and consequence-bearing
Architectural Importance
The distinction between Structural Validity and Operational Validityestablishes a foundational governance model capable of evaluating both:
- what a system is
- and what a system does
Without Operational Validity, governance loses connection to reality.
Sustainable governance requires both.
