Responsibility Traceability Standard (RTS) defines the structuralconditions under which responsibility relationships, responsibility
assignments, responsibility transfers, responsibility decisions,
responsibility actions, responsibility transitions, responsibility
outcomes, and responsibility-governance activities remain traceable,
reconstructable, reviewable, auditable, governable, enforceable, and
operationally valid throughout the responsibility lifecycle.
RTS governs responsibility traceability.
The standard establishes the foundational conditions required to
determine how responsibility moved throughout operational reality,
who carried responsibility at specific points in time, how
responsibility changed, and whether the complete responsibility
chain can be reconstructed.
