Minimum Implementation Framework

1. Define the Consequence-Bearing Perception Object

The organization must define which operational perception structures affecting real
operational outcomes require governance preservation.


This may include:
  • consequence-bearing runtime sensing
  • operational-reality interpretation
  • escalation-sensitive environmental perception
  • distributed perception awareness
  • adaptive sensory prioritization
  • orchestration-level perception continuity
  • operational-critical perception pathways


2. Define Consequence-Bearing Perception Conditions

The system must define the conditions under which operational perception affecting real
operational outcomes remains materially stable and operationally aligned.


This includes:
  • runtime operational-reality continuity
  • sensory interpretation visibility
  • distributed perception coherence
  • adaptive perception stability
  • governance-valid operational perception


3. Define Consequence-Bearing Perception Instability Detection Logic

The system must define how materially unstable consequence-bearing operational perception or
operational-reality distortion is identified.


This may include:
  • operational hallucination
  • environmental misinterpretation
  • runtime perception instability
  • distributed perception fragmentation
  • consequence-bearing perception invisibility


4. Define Operational Response or Governance Logic

The system must define governance logic for materially unstable consequence-bearing
perception conditions.


Governance response may include:
  • perception recalibration
  • operational reality verification
  • distributed synchronization restoration
  • adaptive perception restriction
  • operational review activation
  • operational invalidation where required


5. Preserve Traceability & Restrict Invalid Conditions

The system must preserve reconstructable traceability of consequence-bearing perception
continuity and operational- reality distortion states. A system must not remain
perception-valid if operational perception affecting real operational outcomes materially
destabilizes while systems continue assuming governance-valid runtime operational reality
alignment remains preserved.
