Canonical Definition
Context Routing Governance Module defines the governanceconditions under which context, memory, instructions, task state,
operational signals, and decision-relevant information are distributed,
filtered, exposed, restricted, or withheld between agents, models,
tools, runtimes, or execution layers.
A system satisfies CRGM only if:
- context routing boundaries are explicitly defined
- routing is limited to valid operational need
- restricted context is not exposed without authorization
- routed context remains traceable across the orchestration path
- context transfer does not bypass governance, integrity, runtime, or ethical restrictions
A system that routes context without governed boundaries does not
satisfy CRGM.
Module Function
CRGM defines the context-distribution boundary of orchestrationgovernance.
It ensures that context routing is not treated as a neutral technical
convenience, but as a governance event that affects authority,
visibility, execution validity, and system integrity.
The module applies wherever multi-agent systems exchange memory,
prompts, task context, intermediate outputs, execution signals, or
decision-relevant information.

Step 6 — Restrict Invalid Routing
The system must not be treated as valid if context routing is used tobypass authority boundaries, runtime limits, information restrictions,
or ethical constraints.
Minimum requirement:
- invalid routing conditions are identifiable
- uncontrolled context spread is blocked
- routing convenience does not override governance validity
