Defines the structural conditions under which independent
operational systems establish boundaries, become interconnected,
synchronize operational consequence, absorb other systems, fragment
into separated structures, or preserve coordinated operational
continuity across multiple entities.

OBS establishes a governance architecture for interpreting
operational synchronization, dependency propagation, fragmentation
behavior, and cascading consequence across formally independent but
operationally interconnected systems.

The standard recognizes that legal, organizational, or structural
separation does not automatically eliminate operational
synchronization once systems begin sharing dependency,
infrastructure, survival conditions, or operational consequence.
