Transfer Validation Module (TVAM) defines the structural conditionsunder which the transfer of a governed identity and its associated
governance relationships is verified, validated, approved, and
continuously governable throughout the complete identity lifecycle.
TVAM governs transfer validation.
The module establishes the governance conditions required to ensure
that every completed transfer satisfies predefined governance,
ownership, authority, provenance, continuity, and accountability
requirements before becoming operationally valid.

Minimum Implementation Framework
1. Define the Transfer Validation ObjectIdentify the governed identity and the transfer requiring validation.
2. Define Validation Conditions
Establish governance conditions governing legitimacy, continuity,
provenance, ownership, authority, accountability, and
governance approval.
3. Define Validation Failure Logic
Identify conditions where the transfer becomes incomplete,
unverifiable, inconsistent, unauthorized, disputed,
or governance-invalid.
4. Define Governance Response Define governance actions for approval,
rejection, correction, suspension, investigation, revalidation, or
governance escalation.
5. Preserve Validation Records
Preserve validation results, governance approvals, supporting
evidence, transfer history, verification documentation, and
audit records.
