Canonical Definition

Ownership Transfer Module (OTRM) defines the structural conditions
under which ownership of a governed identity is transferred while
preserving legitimacy, provenance, accountability, continuity, and
continuous governability throughout the complete identity lifecycle.

The module establishes the governance conditions required to ensure
that every ownership transfer remains authorized, verifiable,
traceable, and governance-approved before ownership changes
