Responsibility Escalation Module (RESM) defines the structural
conditions under which responsibility associated with a governed
identity is escalated to an appropriate governance participant while
preserving accountability, traceability, legitimacy, and continuous
governability throughout the complete identity lifecycle.

RESM governs responsibility escalation.

The module establishes the governance conditions required to ensure
that responsibility is escalated whenever existing governance
responsibilities can no longer be legitimately fulfilled.
