Canonical Definition
Ownership Conflict Resolution Module (OCRM) defines the structuralconditions under which ownership conflicts involving a governed
identity are identified, evaluated, resolved, documented, and
continuously governable throughout the complete identity lifecycle.
OCRM governs ownership conflict resolution.
The module establishes the governance conditions required to ensure
that competing ownership claims are resolved through legitimate,
transparent, evidence-based, and governance-valid processes.
Ownership conflicts may occur.
Governance resolves them.
OCRM governs that resolution.

4. Define Governance Response
Define governance actions for investigation, mediation, ownership
