Identity Uniqueness Integrity Module (IUIM) defines the structuralconditions under which a governed identity remains unique,
distinguishable, non-duplicative, and continuously governable
throughout the complete identity lifecycle.
IUIM governs identity uniqueness.
The module establishes the governance conditions required to ensure
that every governed identity represents one unique governed entity and
cannot be confused, duplicated, or substituted by another identity.
