Identity Lifecycle Continuity Module (ILCM) defines the structuralconditions under which a governed identity remains continuous,
recognizable, valid, and continuously governable throughout its
complete lifecycle despite operational, organizational, technological,
or ownership changes.
ILCM governs identity lifecycle continuity.
The module establishes the governance conditions required to ensure
that a governed identity preserves its continuity while remaining
authentic, attributable, and governance-valid across every authorized
lifecycle transition.

Minimum Implementation Framework
1. Define the Identity Lifecycle ObjectIdentify the governed identity and the lifecycle states

3. Define Continuity Failure Logic
Identify conditions where identity continuity becomes interrupted,
inconsistent, unverifiable, substituted, or governance- invalid.
4. Define Governance Response
Define governance actions for continuity validation, recovery,
reconciliation, correction, or governance escalation.
5. Preserve Lifecycle Continuity Records

transition evidence, and supporting documentation.
