Canonical Definition
Continuity Integrity Standard (CIS) defines the structural conditionsunder which a governed identity preserves its continuity, legitimacy,
traceability, provenance, governance relationships, and continuous
governability throughout the complete identity lifecycle despite
legitimate lifecycle changes.
CIS governs identity continuity.
The standard establishes the governance conditions required to ensure
that a governed identity remains continuously recognizable,
attributable, and governance-valid across succession, inheritance,
replacement, merging, and other legitimate lifecycle transitions.
Identity may evolve.
Identity may transfer.
Identity must remain continuous.
CIS governs that continuity.

Governed identities are expected to exist beyond individual events,technologies, organizations, and operational environments.
Long-term governance requires continuity.
Without governed continuity:
- identity relationships become fragmented,
- governance history becomes disconnected,
- ownership succession becomes uncertain,
- long-term trust deteriorates,
- lifecycle governance cannot be preserved.
CIS establishes the governance conditions required for continuous,
trustworthy, and governance-preserving identity continuity.
