Canonical Definition

Replacement Continuity Module (RECM) defines the structural conditions
under which a governed identity may be legitimately replaced while
preserving governance continuity, provenance, accountability,
traceability, and continuous governability throughout the complete
identity lifecycle.

that every legitimate replacement preserves the governance integrity
