Canonical Definition

Authority Escalation Module (AESM) defines the structural conditions
under which governance authority over a governed identity is escalated
to a higher legitimate authority while preserving governance
integrity, accountability, traceability, and continuous governability
throughout the complete identity lifecycle.

AESM governs authority escalation.

The module establishes the governance conditions required to ensure
that authority is escalated only when predefined governance conditions
require higher-level authorization or intervention.

Not every authority may decide everything.
