Canonical Definition
Authority Continuity Module (ACM) defines the structural conditions under which runtimeauthority continuity, delegated authority persistence, distributed authority
coordination, and consequence-bearing authority flow remain materially stable,
traceable, and operationally governable across runtime operational environments.
A system satisfies ACM only if:
- runtime authority continuity remains materially stable
- delegated authority persistence preserves operational legitimacy
- distributed authority coordination remains coherent
- consequence-bearing authority flow remains traceable
- authority fragmentation does not destabilize operational continuity
A system that preserves runtime execution while authority continuity materially fragments
does not satisfy ACM.
Module Function
The module applies wherever systems must preserve:- runtime authority continuity
- delegated authority persistence
- distributed authority coordination
- escalation authority continuity
- consequence-bearing authority flow
- governance-valid operational legitimacy
Its function is to ensure that runtime operational authority remains materially continuous
strongly enough to preserve governance-valid operational legitimacy across execution
environments.
Minimum Implementation Framework
1. Define the Authority Continuity ObjectThe organization must define which operational authority structures require continuity
governance.
This may include:
- delegated runtime authority
- orchestration authority routing
- escalation authority pathways
- distributed operational hierarchies
- autonomous runtime delegation
- consequence-bearing authority flows
- operational-critical authority chains
2. Define Authority Continuity Conditions
The system must define the conditions under which operational authority continuity remains
materially stable and operationally aligned.
This includes:
- delegated authority persistence
- distributed authority coherence
- escalation continuity
- operational legitimacy continuity
- governance-valid authority traceability
3. Define Authority Fragmentation Detection Logic
The system must define how materially unstable authority continuity or authority
fragmentation is identified.
This may include:
- delegation discontinuity
- escalation instability
- distributed authority divergence
- authority-traceability degradation
- consequence-bearing authority fragmentation
4. Define Operational Response or Governance Logic
The system must define governance logic for materially unstable authority continuity
conditions.
Governance response may include:
- authority synchronization
- delegation stabilization
- escalation review activation
- authority reconstruction
- distributed coordination correction
- operational invalidation where required
5. Preserve Traceability & Restrict Invalid Conditions
The system must preserve reconstructable traceability of authority continuity and
authority-fragmentation states. A system must not remain authority-valid if runtime
operational authority materially fragments while systems continue assuming governance-valid
legitimacy remains preserved.
