Assets failing validation must remain inactive.

A responsible entity must be defined.

The entity declaring implementation must:

  • maintain system documentation
  • ensure transparency of activation rules
  • provide public explanation of the activation model

4. Transparency Requirement

Entities declaring compatibility should publish:

  • the activation logic
  • validation criteria
  • system boundaries

This ensures that external observers can understand the value activation
process.


5. Optional Independent
Verification

Independent verification is not required for self-declaration.

However, organizations may voluntarily request:

  • third-party verification
  • internal audit review
  • governance oversight
