A. Framework Purpose
This framework defines a minimal operational model for applying theValue Transfer Taxation Standard (VTTS™) within:
- digital platforms
- financial systems
- AI-driven systems
- state-level infrastructures
to enable taxation at the moment of value transfer with minimal system complexity
B. Core Implementation Principle
Tax is applied at the Value Capture PointA system must detect:
- when value becomes transferable
- when ownership or control changes
C. Minimal System Requirements
A compliant system must implement only the following:1. Value Event Detection
The system must detect:
- value creation (optional)
- value transfer (mandatory)
2. Entity Identification
Each value transfer must include:
- source entity
- destination entity
- individuals
- organizations
- AI agents
- system-controlled accounts
Each transfer must include:
- measurable value
- unit of value (currency, asset type, token, etc.)
Tax must be triggered when:
- transfer is executed
- value becomes accessible or controllable
Each event must be:
- recorded
- timestamped
- auditable
D. Minimal Taxation Flow
For each value transfer:- Detect transfer
- Identify entities
- Measure value
- Confirm transfer completion
- Trigger tax condition
- Record event
E. Platform-Level Implementation
Platforms must:- integrate transfer detection into payment or reward systems
- apply taxation at payout or settlement
- record all taxable events

F. State-Level Implementation
States must:- define tax rate externally
- connect to value capture points
- receive taxation data in real time or batch
- monitor activity
- interpret behavior
- estimate income
G. Non-Taxable Handling
Systems must explicitly ignore:- signals (likes, views, clicks)
- non-transfer activity
- internal system states without transfer
H. Cross-Border Handling
For cross-border transfers:- identify origin and destination
- apply jurisdiction logic externally
It ensures transfer traceability.

A system is VTTS™ compliant if:- it detects value transfer
