Memory Governance Accountability Integrity Module (MGAIM) defines the structural conditionsunder which memory-governance decisions, authority assignments, access permissions,
oversight activities, audit processes, stewardship actions, and governance interventions
remain attributable, traceable, reviewable, governable, and operationally accountable throughout
the memory lifecycle.
