Declaration

Only two monetization states are defined:

  • VME — Verified Monetization Eligible
  • NME — Not Monetization Eligible

Eligibility Rule

Monetization is allowed only when:

  • origin is declared (HGC or AGC)
  • responsibility is assigned (creator or entity)

Non-Eligible Content

Content is classified as NME when:

  • origin is not declared
  • content is classified as UGC
  • no responsible entity is defined

Usage

Description Level (required)

The monetization state must be included in the description or metadata:

Monetization: VME
OOF Compatible — ODS™ Standard

Use Case — Creator and Platform Alignment

Scenario

Creators want monetization.
Platforms need control and trust.

Application

  • creators declare origin (HGC / AGC)
  • responsibility is assigned
  • monetization eligibility is enabled (VME)

Content without declaration defaults to NME.

Result

For Creators:

  • access to monetization
  • clear ownership signal
  • fair competition environment

For Platforms:

  • control over monetization flow
  • reduced legal and compliance risk
  • scalable governance without detection

Market Effect

A new content layer emerges:

  • declared vs undeclared content
  • monetizable vs non-monetizable content

This enables:

  • filtering by origin
  • filtering by monetization eligibility
  • structured content discovery

Users, platforms, and systems can choose what they interact with.
