Canonical Definition

The Monetization Eligibility Module (MEM™) defines whether digital content
is eligible for monetization based on declared origin and assigned responsibility.

The module does not evaluate content quality.
It defines eligibility based on declaration.

Declaration

Only two monetization states are defined:

  • VME — Verified Monetization Eligible
  • NME — Not Monetization Eligible

Eligibility Rule

Monetization is allowed only when:

  • origin is declared (HGC or AGC)
  • responsibility is assigned (creator or entity)

Non-Eligible Content

Content is classified as NME when:

  • origin is not declared
  • content is classified as UGC
  • no responsible entity is defined
