Memory Authority Integrity Module (MAUIM) defines the structural conditionsunder which authority over memory creation, modification, access, preservation,
deletion, governance, and utilization remains identifiable, traceable, accountable,
reviewable, and operationally valid throughout the memory lifecycle.
MAUIM governs memory authority.
The module ensures that authority affecting memory remains clearly defined

A system satisfies MAUIM only if:
