Minimum Implementation Framework
1. Define Integrity ConditionsIdentify every mandatory condition required to preserve the integrity of the
governed entity. Each condition shall be explicitly defined, documented, and
linked to the integrity objectives it protects.
2. Define Condition Requirements
Establish the governance requirements, validity criteria, dependencies,
operational constraints, and acceptance rules that determine when each
integrity condition is considered satisfied.
3. Define Condition Failure Logic
Identify the conditions under which an integrity condition becomes invalid,
violated, incomplete, inconsistent, or no longer capable of preserving
integrity.
4. Define Governance Response
Define governance actions for approving, updating, correcting, suspending,
replacing, or retiring integrity conditions whenever operational,
organizational, or regulatory changes occur.
5. Preserve Condition Records
Preserve integrity condition definitions, governance approvals, revisions,
supporting evidence, dependency records, and change history throughout the
complete lifecycle.
Example Use Cases
Use Case 1 — Medical AI System
ScenarioA healthcare organization deploys an AI diagnostic system whose integrity
depends on validated medical data, approved clinical models, regulatory
compliance, and authorized operational procedures.
Application
CDM defines each mandatory integrity condition and establishes the governance
requirements that must remain continuously satisfied before the AI system is
considered to operate with integrity.
Result
The organization possesses a governed set of integrity conditions that serves
as the official reference for monitoring, evaluating, and preserving the
integrity of the diagnostic system.
Use Case 2 — Financial Governance Platform
ScenarioA financial institution operates a governance platform responsible for
transaction processing, regulatory reporting, identity management, and risk
oversight.
Application
CDM establishes the mandatory governance conditions required for each
operational area, ensuring that integrity depends on clearly defined and
continuously governed conditions rather than implicit assumptions.
Result
The platform maintains a transparent and governable integrity framework that
supports consistent operation, regulatory confidence, and long-term integrity
preservation.
