Its function is to ensure that cognition correctly understands intended meaning
before acting upon it.


Minimum Implementation Framework

1. Define the Intent Object
The organization must define which intents require governance.

This may include:

  • user requests
  • operational objectives
  • instructions
  • commands
  • delegated tasks
  • strategic goals
  • policy directives
  • execution expectations

2. Define Intent Interpretation Conditions
The system must define the conditions under which intent interpretation remains valid.

This includes:

  • intent-identification requirements
  • objective-alignment requirements
  • contextual requirements
  • ambiguity-management requirements
  • interpretation requirements
  • governance-valid intent conditions

3. Define Intent Degradation Detection Logic
The system must define how intent-interpretation degradation is identified.

This may include:

  • intent distortion
  • objective misalignment
  • instruction misunderstanding
  • delegated-intent corruption
  • contextual intent mismatch
  • interpretation ambiguity failures

4. Define Operational Response or Governance Logic
The system must define governance logic for intent-interpretation failures.
