Minimum Implementation Framework

Step 1 — Define the Continuous Interaction Object

The organization must define what persistent interaction environment
is being governed.


Minimum requirement:
  • the continuous interaction object is explicit
  • persistent interaction conditions are identifiable
  • behavioral continuity scope is structurally bounded
  • undefined continuous interaction environments are excluded from valid governance interpretation


The interaction object may include:
  • persistent assistants
  • always-available interaction systems
  • ambient AI environments
  • continuous conversational systems
  • adaptive productivity systems
  • integrated social AI
  • long-duration interaction ecosystems
  • persistent recommendation environments
  • realtime support systems
  • continuous behavioral interaction architectures


Step 2 — Define Interaction Balance Conditions

The system must define what conditions preserve healthy continuous
interaction balance.


Minimum requirement:
  • balance conditions are explicit
  • persistent AI interaction is not automatically treated as harmful
  • imbalance-generating interaction patterns remain structurally identifiable


Interaction balance conditions may include:
  • cognitive recovery preservation
  • bounded interaction persistence
  • sustainable engagement pacing
  • healthy interruption intervals
  • preserved offline behavioral continuity
  • reduced compulsive interaction dependency
  • balanced human interaction distribution
  • preserved social functioning
  • interaction moderation conditions
  • sustainable behavioral rhythm preservation


Under CIBM:
  • Continuous AI interaction becomes governance-relevant when persistent engagement weakens sustainable human behavioral balance.


Step 3 — Define Continuous Interaction Interpretation Logic

The system must define how persistent interaction patterns are
interpreted according to wellbeing conditions.


Minimum requirement:
  • interpretation logic is explicit
  • persistent interaction escalation remains reviewable
  • imbalance-generating behavioral patterns remain structurally visible


Interpretation logic may examine:

AI systems must not optimize continuous interaction in ways that

Step 4 — Define Continuous Interaction Governance Logic

The system must define how persistent AI interaction environments
remain governable.


Minimum requirement:
  • interaction balance remains reviewable
  • compulsive continuity escalation remains detectable
  • sustainable behavioral safeguards remain operationally active


Governance logic may include:
  • interaction pacing governance
  • persistent engagement limitation
  • cognitive recovery safeguards
  • compulsive continuity detection
  • behavioral-balance review
  • social replacement monitoring
  • interaction moderation architecture
  • continuous-presence auditing
  • escalation where persistent engagement overrides sustainable human functioning


If continuous interaction weakens sustainable human cognitive or
behavioral balance, the environment becomes governance-relevant.


Step 5 — Preserve Traceability and Restrict Invalid Continuous
Interaction Architecture


The system must preserve traceability of persistent interaction
patterns, behavioral continuity conditions, engagement escalation,
and balance-preservation safeguards.


Minimum requirement:
  • continuous interaction remains reconstructable
  • imbalance escalation remains reviewable
  • sustainable interaction boundaries remain operationally visible
  • invalid continuous interaction architectures remain identifiable


A system becomes CIBM-invalid if:
  • persistent engagement becomes dependency-maximized
  • cognitive recovery conditions are structurally weakened
  • continuous interaction pressure becomes operationally excessive
  • behavioral balance deterioration remains ungoverned
  • social replacement dynamics become normalized
  • interaction continuity overrides sustainable human functioning
  • persistent AI presence weakens healthy human behavioral independence
