Canonical DefinitionGovernance Scope Standard (GSS) defines the structural conditions
under which governance scope remains identifiable, attributable,
legitimate, traceable, reviewable, governable, enforceable, auditable,
and operationally valid throughout the governance lifecycle.
GSS governs governance scope.
The standard establishes the foundational conditions required to determine
what governance may legitimately govern, what governance may not govern,
what objects belong within governance scope, and what objects
remain outside governance scope.
Governance authority may exist.
Governance authority may have boundaries.
Governance authority must also have scope.
GSS governs that scope.

Governance does not apply to everything.Every governance system operates within a defined governance scope.
Governance scope determines which activities, decisions, actors, systems,
assets, processes, environments, and responsibilities fall
within governance jurisdiction.
Failures frequently occur when governance scope becomes unclear,
excessive, incomplete, disputed, or invalid.
GSS exists to govern these conditions.
