Canonical DefinitionGovernance Boundary Standard (GBS) defines the structural conditions
under which governance boundaries remain identifiable, attributable,
legitimate, traceable, governable, enforceable, reviewable, auditable,
and operationally valid throughout the governance lifecycle.
GBS governs governance boundaries.
The standard establishes the foundational conditions required to determine
where governance authority begins, where governance authority ends,
what remains inside governance jurisdiction, and what remains
outside governance jurisdiction.
Governance authority may exist.
Governance authority must also have boundaries.
GBS governs those boundaries.

Governance cannot function without boundaries.Every governance system operates within limits.
These limits define where governance authority applies, where governance
authority stops, what governance may influence, and what governance
may not influence.
